The primary purpose of this position is to develop, implement, direct, and/or function as part of a logistics management operation in support of Foreign Military Sales (FMS) of designated country, assigned systems, programs or major equipment. Responsible for planning, managing, and coordinating total cradle to grave logistics management supporting complex weapons system. As an FMS technical expert, responsible for planning, managing, coordinating total, cradle to grave logistics management support to a complex, major weapons system from concept through field deployment. Develops, refines, analyzes, and issues logistics policies for assigned programs applicable to one or more DoD components. Provides expert advice for complex FMS case management issues and ascertains that overall program performance is achieved as projected. Serves as senior command representative and spokesperson in communicating program matters. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to the logistics providing technical assistance to supervisor regarding duties; and preparing programs, policies, and activities regarding logistics. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the policies, practices, regulations, and laws concerning the acquisition and logistics management processes and initiatives. Expert knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program policy. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force and organizations that govern, interfere with, and/or influence the logistics management program processes. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment. Ability to integrate, analyze, and manage a variety of logistics functions in support of research, development, production, and support of a system, or equipment. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education can not be substituted for Specialized Experience at the GS 12 and above. Additional Conditions of Employment This is a Centrally Managed position under the Logistics Career Field. The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training. This position meets the administrative criteria for the Fair Labor Standards Act (5 CFR 551.206). The work requires the employee to drive a motor vehicle.
