Naval Sea Systems Command FINANCIAL MANAGEMENT ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Expeditionary Missions Program Office (PMS 408) of PEO UNMANNED AND SMALL COMBATANTS. Responsibilities You will serve as principal advisor to leadership on the development, implementation and revision of financial management plans and programs to facilitate the effective, efficient, and timely application of financial resources. You will generate, recommend and implement new and revised financial management concepts to include Financial Improvement and Audit Remediation (FIAR), methodologies, policies, and strategies in support of the organization's programs. You will direct and perform continuing program execution review, analysis, and appraisal of the major operating and support programs. You will prepare briefs for senior managers on program financial status and provide recommendations to correct program variances or problem areas. You will coordinate budget development and respond to data calls from PEO, Comptroller, and Resource Sponsor for cost/performance information in support of mission tasks for the organization. You will lead the Program Objective Memorandum (POM) development and coordination efforts with various internal and external stakeholders. You will evaluate financial issues of consequence raised in audit reports, budget reviews, and other forums and recommend corrective actions. You will generate, recommend and implement new and revised financial management concepts to include Financial Improvement and Audit Remediation (FIAR), methodologies, policies, and strategies in support of the organization's programs. You will demonstrate expertise working in various financial databases such as PBIS, Navy ERP, NEPS, EDW, Advana and Cobra to complete recurring deliverables. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing and evaluating financial data or reports to identify and recommend solutions for program funding issues, trends or problems for an organization. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $185,824. If you're current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
