Summary You will serve as a CONTRACTING SPECIALIST in the Contracting Division of NAVAL FAC ENGINEERING CMD WASH. Responsibilities You will negotiate fair and reasonable costs in discussions with contractors. You will amend solicitation when necessary and answer all contractor inquires appropriately during pre-award process. You will manage contracts to ensure progress or to assure compliance with the terms and conditions of the contract related to procurement operations. You will analyze contract prices or cost including the proposal to determine reasonableness in accordance with the scope of the work. Monitor contract performance to ensure conformance with contract terms and conditions. You will solicit proposals from prospective contractors and prepare solicitation documents. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Evaluate solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; 2) Provide full range of contract actions (e.g. contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, contract terminations; 3) Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues; and 4) Conduct pre-award and post-award contract management for construction, facility support, Architect-Engineering and other services contracts. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
