Customs and Border Protection Supervisory Operations Research Analyst in Washington, District Of Columbia

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Acquisition, Business Operations Division, located in Washington, DC. Responsibilities Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to utilize your expertise in providing technical and administrative supervision to assigned staff and performing a wide range of operations research and analysis activities. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10). In this Supervisory Operations Research Analyst position you will become a key team member of Homeland Security professionals involved in overseeing a cost and schedule management organization that supports Department of Homeland Security (DHS), Customs and Border Protection (CBP), and Acquisition programs through the CAE in the Acquisition Decision Event (ADE) process; directly impacting the development of affordable programs through quality Life Cycle Cost Estimates (LCCEs) that support budget development and affordability analyses; advising the Office of Acquisition's Director, Business Operations, and the CBP Component Acquisition Executive; serving as an expert in cost and schedule analyses; formulating policy or processes to improve cost estimating/schedule analysis; and supervising work assignments, projects, or program segments of professional, technical, and administrative work that is analytical, interpretive, judgmental and evaluative, requiring exceptional coordination and integration. Typical Work assignments include: Performing a wide range of operations research and analysis activities to include all aspects of cost estimating and analysis, schedule analysis, and Earned Value Management (EVM) for CBP and serving as a principal cost manager to the Director of Business Operations, managing complex systems cost and schedule analysis supporting numerous program/project offices within multiple CBP organizational elements. Representing top level management on complex matters involving cost and schedule analysis policies and procedures involving both written and oral representation and Briefing/presenting results of cost estimating products to various senior CBP and DHS staff as required. Adapting and developing mathematical, statistical, economic, and other scientific methods to CBP cost estimating and analysis applications, and using these adaptions/developments, drafts policies and procedures and developing processes that will aid the Director, Business Operations, efforts to improving cost estimating/analysis for all levels of programs within CBP/DHS. Planning, developing, and conducting cost studies on Level 1 through 3 programs and, as a senior cost expert, provides counsel to the program/project manager, BOD Director, the Component Acquisition Executive (CAE), and the Assistant Commissioner of the Office of Acquisition on the quality and adequacy of program cost estimates. Conducting special studies of cost related issues (e.g., program, project, appropriation) that are characterized as having national importance or the potential for cost impact on projects individually, or CBP or DHS-wide. Making decisions and resolving problems requiring interpretation and application of DHS policy, including establishing production standards and preparing performance requirements for staff appraisals, advising employees of the performance requirements of their positions, and keeping them informed of their progress in meeting the requirements of their positions. Qualifications Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You qualify for this position if you meet the basic requirement, as described above, and possess one year of specialized experience listed below. Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing cost estimates and analysis accurately using best practices, methodologies and/or new techniques. Resolving unique cost estimating problems, conditions, or issues that impact standard cost estimating best practices. Analyzing problems and make decisions. Devising and developing innovative cost analysis modeling, procedures, techniques, and theories for advancing programs, processes, and/or estimating methods. Managing cross-functional teams. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed. Certifications: This is a Department of Homeland Security (DHS) Acquisition certification-covered position and requires a DHS Level III certification in Cost Estimating within 18 months of placement.
