CACI is seeking a highly experienced Foreign Military Sales (FMS) Policy Analyst with strong communication, critical thinking, and technical skills to support a major and rapidly expanding Naval Sea Systems Command (NAVSEA) FMS Program Office in all releasability and disclosure efforts with our allied and friendly partners.

More About the Role:

The FMS Policy Analyst is responsible for managing releasability, disclosure, policy, waivers, and approval processes required for case development under PMS 525 International Unmanned and Small Combatants Program Office, Program Executive Office Unmanned and Small Combatants (PEO USC). Proactively supports strategic engagement efforts for pre-Letter of Offer and Acceptance (LOA), working closely with a wide array of external organizations to enable Security Cooperation activities.

Duties and responsibilities include:

• Support the Financial and FMS Team with all matters related to FMS and U.S. Navy (USN) policy

• Assist in pre-FMS Case efforts and Case development of all FMS cases

Manage LOA Congressional Notification (CN) Checklist completion

  • Process, route, and review all waivers and approvals

  • Liaise with the program’s technical branch to develop and process the initial Anti-Tamper (AT) concurrence and associated plan, as required

  • Route artifacts for Foreign Disclosure Review (FDR)

  • Review Missile Technology Control Regime (MTCR) requests and fill out requisite documentation

  • Review Targeting Infrastructure Policy (TIP) requirements and fill out requisite documentation

Responsible for the review and adjudication of all deliverables released to foreign partners

  • Review all formal correspondence for release

  • Develop and maintain the Delegated Disclosure Authority Letters (DDLs) for program

  • Act as the Delegated Disclosure Authority (DDA) for the Program Office at the Controlled Unclassified Information (CUI) level

  • Work with Systems Command (SYSCOM) Foreign Disclosure Offices (FDOs) and the Navy International Programs Office (NIPO) on CLASSIFIED documentation for release

  • Develop and provide templates and instructions for markings and packaging

Manage the process for FDRs and release

  • Develop and maintain a database for deliverable review and completion

  • Host and lead weekly working group sessions to review and process Integrated Logistics Support (ILS) documentation

  • Maintain multiple trackers to manage every step in the Foreign Disclosure (FD) process

  • ​Liaise with multiple organizations, companies, and warfare centers on the larger process of ILS product delivery on timelines, certifications, and movement/storage of documents

Lead efforts with policy development and implementation

  • Host, lead, and track actions and efforts with NIPO 01 (Technology Security and Foreign Disclosure (TSFD)) efforts between PMS 525 and PEO USC

  • Liaise with NIPO on processing Technology Transfer and Security Assistance Review Board (TTSARB) updates, Exception to National Disclosure Policy (ENDP) requirements, and Low Observable/Counter-Low Observable (LO/CLO) equities

  • Develop and brief the Tri-Service Committee (TSC) when required for LO/CLO equity (Department of Defense (DoD) policy)

  • Route for review and signature TTSARB decisions applicable to PEO USC

Review export licensing associated with program technology

  • Liaise with other program offices on equity and determinations

  • Maintain SIPR and USXPORTS access to monitor licensing status

  • Work with NIPO to ensure timely review and processing of licenses

  • Support weekly and monthly meetings and presentations to leadership

  • Develop and present monthly status on policy efforts for the program

Liaise and collaborate with multiple programs and agencies across the DoD [examples below]

  • NIPO

  • Industry

  • Participating Acquisition Resource Managers

  • PEOs/Program Offices

  • NAVSEA SEA 01C

  • SYSCOM FDOs

Additionally:

  • Develop and update (as needed) Releasability Guidelines for Combat Management Systems (CMS)

  • Develop and update (as needed) the AT Plan for program protection

  • Assist in classification guidance, marking and handling, and security questions for program

  • Develop strategic goals and plans aligned with program office presence/attendance at various conferences, symposiums, and meetings

-Ensure policy preparation and alignment to support achievement of Security Cooperation objectives

You’ll Bring These Qualifications:

  • Active DOD SECRET security clearance

  • Bachelor’s Degree

  • Minimum of 5 years of USN and/or DoD policy work or exposure (to include foreign disclosure)

  • Minimum of 10 years FMS/Security Cooperation work

  • Proficiency in Microsoft Office applications, especially SharePoint, Word, Excel, and PowerPoint

  • Proficiency in Adobe Acrobat

  • Good interpersonal skills with the ability to work effectively individually and in a team environment

  • Advanced critical thinking skills and ability to work

These Qualifications Would be Nice to Have:

  • Experience in the planning and execution of Navy/NAVSEA Security Cooperation efforts

  • Direct experience with NIPO and/or a Navy Foreign Disclosure Office

The proposed salary range for this position is:

$99,800 - $219,600
