Summary
The Security Services Technician is responsible for a wide variety of duties associated with the day-to-day administration, program coordination, and issuance of the Board's HSPD-12 Personnel Identity Verification (PIV) credentials and facility access badges. Works with Law Enforcement Unit (LEU) senior management, Technical Security Section, Human Resources Section, and Personnel Security Section in the administration of the overall personnel identity verification credential process. The Security Services Technician serves as the USAccess Program Registrar and Activator for the issuance of FIPS-201 compliant government credentials. This position requires an onsite presence during established office hour to enroll, update, activate credentials, etc.
Duties and Responsibilities
- Contacts Board employees and contractors to establish appointments for enrollment, certificate updates, PIN resets, and activation of PIV credentials. Answers basic questions and provides guidance with reference to the process and demonstrates excellent customer service.
- Reviews documents presented for enrollment purposes to insure authenticity and compliance with PIV requirements. Verifies correctness and accuracy of enrollment information contained in the USAccess System against identification documents provided at time of enrollment.
- Maintains a sound working knowledge of and conforms to Board and unit policies and procedures, to include General Orders.
- Tracks applicants through the PIV process to ensure that the certificate/PIV credentials/facility access badges are updated/renewed prior to expiring, identifies problems, and works with the appropriate staff to resolve issues. Works closely with the Personnel Security Office in order to verify that the applicant is adjudicated appropriately prior to badge issuance.
- As part of tracking applicants through the PIV process, generates statistics utilizing various USACCESS reports to proactively reach out to PIV applicants via email.
- Perform enrollment activities including identity proofing, collection of picture and fingerprint, and collecting of physical characteristics information.
- Verifies biometric information of the Applicant against the fingerprint minutiae template stored on the card post-activation.
- Completes Activation setup including selecting the correct card reader for the Applicant's card, and completes PIV Card personalization, finalization, and creates PIV Card PIN.
- Perform card maintenance functions such as certificate updates and PIN resets.
- Acts as liaison between Board and the USAccess System for basic credentialing system issues. Perform system checks on Badge Office equipment and work with various helpdesk to resolve any issues.
- Coordinate activation/termination/extension of facility badges and PIV credentials in the Board’s Physical Access Control System (PACS) with the LEU and Personnel Security Office. Follow decommission and destruction policy for inactive credential.
- Ensures that the PlV files are maintained according to policy and in compliance with HSPD-12 and Information Security policies.
- Stays current on PIV policies and procedures. Regularly participates in Registrar/Activator refresher training.
- Receiving and performing inventory on credentials and section’s equipment.
- Document the Badge Office Standard Operating Procedures and work with the Lead Physical Security Analyst to keep it current.
- Performs other administrative tasks and projects as directed.
Must have working knowledge of Microsoft Office Suite with an emphasis on word, excel and outlook.
Must be able to provide a sample SOP.
Preferred skills include: - Training and experience with badging and/or developing SOPs.
- One year experience as a registrar in the USACCESS system.
