ICF FEMA Deputy Program Director – (Hybrid / Remote) in Washington, District Of Columbia

Description

ICF is seeking an experienced Deputy Program Director to support key Federal Emergency Management Agency (FEMA) programs. The Deputy Program Director will work alongside the Program Director to ensure exceptional delivery of community development and resilience programs. The Deputy Program Director will be responsible for the strategic coordination of technical assistance and support to FEMA programs.

To be considered, you must be a resident in the Maryland, D.C., Virginia area (DMV)

The ideal candidate will have demonstrated operational experience successfully managing the logistics, processes, communications, and coordination of large-scale federal programs. The Deputy Program Director is expected to provide high-level expertise across a broad range of subject matter areas, including planning and capacity-building, research and analytical support, community engagement, partnership building, and technical assistance.

Primary Responsibilities:

  • Assist the Program Director in providing leadership for large, complex resilience programs including coordination with FEMA Headquarter and Regions, other federal agencies, and local communities.

  • Ensure that the services provided by the program team address community level resilience goals and support strong coordination with the appropriate public agencies and other entities involved in resilience efforts.

  • Manage and track complex project plans/controls, budgets, schedule, teams, and other resources, including risk mitigation strategies.

  • Serve as the direct interface with federal client agency and senior program staff.

  • Oversee a team of technical experts who inform resilience planning and program implementation.

  • Coordinate with program partners and manage multiple subcontractors simultaneously.

  • Identify and allocate resources necessary to complete assigned tasks and subtasks.

  • Oversee a team of communication experts in developing marketing and communications materials and conducting outreach to communities and tribal nations.

  • Collaborate with cross-functional teams to create, update, and maintain project management tools, Standard Operating Procedures, templates, training materials, and communications.

  • Develop key metrics to track success against program goals and objectives.

  • Support client agency leaders and senior program staff in briefing, reporting, and coordinating activities with federal agencies supporting disaster recovery and resilience efforts.

  • Ensure that all laws, rules, policies, procedures, and regulatory requirements are met.

*Minimum Qualifications: *

  • Bachelor’s degree in emergency management, planning, resilience or related field; master’s degree preferred

  • Demonstrated capability in managing multitask contracts of $100M+ 8+ years of experience working with Federal Emergency Management Assistance (FEMA) Hazard Mitigation Assistance (HMA) programs at the federal, state, or local level and/or private sector

  • 8+ years of project management experience, including 3+ years of experience managing large projects (more than 50 staff and multiple subcontractors).

  • Strong written and verbal communication skills coupled with experience in resilience and mitigation planning

  • Knowledge of community resilience, risk management, and risk reduction methodologies

  • Experience in establishing and managing key stakeholder relationships

Preferred Skills/Experience:

  • Project Management Professional (PMP) certification

  • Ability to provide a strategic perspective on projects that require an understanding of public policy, emergency management, climate change, equity, natural hazards, and community outreach

  • Demonstrated ability to foster partnerships with, work collaboratively with, and communicate effectively with a broad spectrum of audiences from various backgrounds which may include Federal, State, and local officials, tribal nations, engineers, mitigation planners, emergency managers, and the public

  • Experience working with FEMA senior leadership

  • Able to coordinate several projects simultaneously under pressure with very tight deadlines

  • Knowledge of federal and state disaster management and resilience programs

  • Ability to translate complex concepts into tangible and functional products

  • Team and consensus-building skills

  • Dynamic facilitation skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$105,353.00 - $179,101.00
