Noblis Enterprise Architect in Washington, District Of Columbia

Responsibilities

The FAA’s System Engineering and Technical Innovative Solutions (SETIS) portfolio willprovidea broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA toaccomplishits National Airspace System (NAS), Mission Support and other aviation-relatedobjectives.

This exciting and diverse work includes technical, financial, and programmatic support services, andother aviation-related support servicesthat fall within the FAA’s Acquisition Management System (AMS) Lifecycle Management Policy activities,includingbut not limited to:

  • Systems engineering and integration,

  • Investment and business case analysis,

  • System acquisition program planning and management,

  • System development and implementation planning and management,

  • System Life Extension Program/Technical Refresh planning,

  • Program and contract management,

  • Forecasting and business/financial/information management

In addition, the candidate will be involved in Aviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures.

Responsibilities:

  • Developingenterprise architectures that are scalable, adaptable and in synchronization with the customer’sneeds;

  • Applyingenterprise architecturesprinciples to drive measurable results, including lowering cost, improvingperformanceand mitigating securityrisks;

  • Definingand deliveringservices within the framework of a repeatable process and sharedinfrastructure;

  • Aligningtechnology strategy and planning with the current and long-term businessgoals;

  • Conductingbusiness analysis, applications/systems engineering, data/information architectures and technicalarchitectures;

  • Conductingcomprehensive system-wide review and analysis of all aspects of the NAS development life cycle, particularly the Air Traffic Control (ATC) system, including ATC automation, communications, and navigation and surveillance elements of the NAS.

  • The successful candidates will provideexpertisein the transition of legacy systems to modernized systems.

Required Qualifications

  • The candidate must be familiar with and experienced in the application of one or more architecture frameworks and any associated architecture development methods, including at leastDoDAF;

  • The candidate mustpossessexperience taking a program or project through most orall ofits lifecycle, from systems or software engineeringperspective;

  • Experience withEnterprise Architecture (EA) experience around ISEF (technique) and CORE (software), andDynamic Object-Oriented Requirements System (DOORS)highlydesirable;

  • Technicalexperiencein FAA's NAS modernization programshighlydesirable;

  • Knowledge of systems architectures in support of the overall EnterpriseArchitecture;

  • Knowledge of FAA's Acquisition Management System processes andproducts;

Educational and Experience Requirements:

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

Level 6:

  • 0-2 years of prior relevant experience.

  • Bachelor's Degree in Physical Sciences(e.g., mathematics, physics, meteorology, chemistry, etc.), computer science, engineering, statistics, or operations research.

  • 10 years of relevant experience may be substituted for theBachelor's Degree.

  • Master's Degree in related field may be substituted forBachelor'sdegree and 3years experience.

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.

  • Compensation: $61,600 - $107,800

Level 5:

  • 2-6 years of prior relevant experience.

  • Bachelor's Degree in Physical Sciences(e.g., mathematics, physics, meteorology, chemistry, etc.), computer science, engineering, statistics, or operations research.

  • 10 years of relevant experience may be substituted for theBachelor's Degree.

  • Master's Degree in related field may be substituted forBachelor'sdegree and 3years experience.

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.

  • Compensation: $61,600 - $130,400

Level 4:

  • 6-10 years of prior relevant experience.

  • Bachelor's Degree in Physical Sciences(e.g., mathematics, physics, meteorology, chemistry, etc.), computer science, engineering, statistics, or operations research.

  • 10 years of relevant experience may be substituted for theBachelor's Degree.

  • Master's Degree in related field may be substituted forBachelor'sdegree and 3years experience.

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.

  • Compensation: $74,500 - $190,900

Level 3:

  • 10-15 years of prior relevant experience.

  • Bachelor's Degree in Physical Sciences(e.g., mathematics, physics, meteorology, chemistry, etc.), computer science, engineering, statistics, or operations research.

  • 10 years of relevant experience may be substituted for theBachelor's Degree.

  • Master's Degree in related field may be substituted forBachelor'sdegree and 3years experience.

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience

  • Compensation: $109,100 - $231,000

Level 2:

  • 15-20 years of prior relevant experience.

  • Bachelor's Degree in Physical Sciences(e.g., mathematics, physics, meteorology, chemistry, etc.), computer science, engineering, statistics, or operations research.

  • 10 years of relevant experience may be substituted for theBachelor's Degree.

  • Master's Degree in related field may be substituted forBachelor'sdegree and 3years experience.

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience

  • Compensation: $132,000 - $231,000

Level 1:

  • 20+ years of prior relevant experience.

  • Bachelor's Degree in Physical Sciences(e.g., mathematics, physics, meteorology, chemistry, etc.), computer science, engineering, statistics, or operations research.

  • 10 years of relevant experience may be substituted for theBachelor's Degree.

  • Master's Degree in related field may be substituted forBachelor'sdegree and 3years experience.

  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience

  • Compensation: $132,000 - $231,000

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
