This position serves as the Data & Technology Manager within the Office of Strategic Initiatives and Program support, reporting to the Branch Manager for Data & Innovation. The position assists with data and technology strategy, priority setting, decision making, programs, projects and initiatives for the Department. The position serves as a key partner to the North Carolina Department of Information Technology Transportation Division (DITT) to ensure DITT projects are delivered efficiently and effectively and ensure DITT project outcomes align with NCDOT goals. The position establishes and manages systems, processes, structures, and resources to successfully implement data and technology governance, enterprise data integration, and data analytics programs to inform strategy and decision making.

The position may supervise one or more employees or consultants in support of the Data & Technology program, including positions focusing on data governance and quality, analytics, and data and technology project management.

The position may serve as an advisor to agency leadership on data and technology. The position has broad involvement and understanding in NCDOT and DITT operations and business functions to inform strategy and work priorities. The position may serve on various working groups and committees related to strategic planning, data governance, and performance management.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of data and technology systems, data analytics, and technology application solution capabilities such as data storage, data integration, cloud computing, software as a service (SaaS), and other approaches to business solutions.

  • Demonstrated ability to manage technical projects, including establishing milestones and maintaining progress toward project goals.

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and five years of progressive experience, of which at least three are supervisory or involved significant experience as a project leader in the area of assignment; or equivalent combination of education and experience.
