Summary The Chief, Space Management works closely with members of the San Francisco Veteran Affairs Health Care System Engineering Service, the Service Chiefs and staff of the various SFVAMC clinical and administrative specialties, and labor partners to manage a comprehensive space management program to include moves coordination, space inventory management, and activations support. Responsibilities The Chief, Space Management reports directly to the Chief of Capital Planning and Development and will be responsible for all space management responsibilities including but not limited to space moves, realignment, storage, policy development, and directly supports facility space planning through the management of the space inventory at all San Francisco VA Health Care System (SFVAHCS) capital assets. The Chief, Space Management will directly supervise a dynamic team comprising combinations of Program Analysts, Interior Designers, and Architects. The Chief, Space Management has extensive responsibilities in chartered committees, project-specific Integrated Project Teams and may occasionally be directly responsive to the Medical Center Director or other members of the Executive Leadership Team as circumstances require. DUTIES AND RESPONSIBILITIES Leads a team of Space Managers and Program Support personnel to develop, maintain health care system space management processes and procedures, and execute all space moves. Develops new approaches that guide space plans, apply new, innovative, or experimental space management and utilization theories, developments, or practices to problems or studies not susceptible to treatment by acceptable methods. Develops short- and long-range goals and oversees activities to meet the operating goals and objectives for the space management section. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Responsible for the development and maintenance of the Facility Space Policy, management of the Move Requests, administration of the Facilities Moves Contract, keeping an update account of the Space Inventory, and maintaining the Corporate Space Management Tool. Coordinates and accomplishes special projects using own expertise and all available resources. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Other Duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) or Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to meeting the IOR listed above, an applicant must also meet the minimum qualifications as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of clinical programs and specific space needs is a benefit in this role. Established local relationships at the Service Chief level is preferred. Knowledge of space planning and management such as the Market Assessment or the Capital Asset Inventory will be immediately impactful. Specific past utilization of V-Logic software functions is ideal. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Some travel is required and will be principally local in nature; however, more extended travel is possible and may be required on short notice. Work requires management deadline projects so work hours may be extended as the project requires. Minimal lifting is required. Work is generally performed in an office setting with significant time involved on the computer. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
