Description

SUMMARY: Performs professional and administrative work assisting the Director in carrying out the activities of the Department of Public Works. Responsible to conduct inspections to ensure compliance with stormwater and erosion regulations in new land development.

Essential Functions

ESSENTIAL DUTIES AND RESPONSIBILITIES: The requirements for this position include, but are not limited to, those outlined below.   • Implements field quality control, code enforcement and engineering plan review functions to support the County’s erosion and sediment control program and stormwater program;

  • Reviews construction plans, profiles, site plans, erosion and sediment control plans, stormwater plans, Stormwater Pollution Protection Plan (SWPPP).

  • Performs final inspections to ensure that building sites including residential structures (single-family and mulit-family) have been adequately graded to properly divert stormwater.

  • Coordinates with internal and external departments and agencies.

  • Assists the Public Works Director in responding to stormwater complaints, alleviating the problems where appropriate and recommending a course of action to the Director where necessary.

  • Inspects site grading including erosion and sediment control and the implementation of stormwater management Best Management Practices (BMPs).

  • Performs related duties as assigned.

Typical Qualifications

EDUCATION: Any combination of two (2) years of college education or construction experience related to earthwork, erosion and sediment control or drainage. Must possess a high school diploma or GED equivalent.

EXPERIENCE: Minimum of two (2) to three (3) years of practical work experience related to earthwork, erosion and sediment control or drainage.

OTHER KNOWLEDGE, SKILLS AND ABILITIES: This is a field position and requires working with developers and contractors, and demonstrates the ability to communicate ideas clearly, concisely, and effectively. Ability to develop and maintain effective working relationships. Position requires good customer service, communication, and problem-solving skills. Must have the ability to accurately read and interpret codes, ordinances, site plans and specifications and complete daily field reports. Ability to present ideas effectively both orally and in writing. Ability to establish and maintain effective professional working relationships with co-workers, consultants, contractors, officials and general public and possess professional telephone etiquette. Must possess a valid driver’s license with good driving record.

CERTIFICATES, LICENSES AND/OR REGISTRATIONS: Candidate must possess or obtain within one (1) year of employment the Virginia Department of Environmental Quality (DEQ) Certification as an erosion and sediment control inspector/storm water inspector.

Supplemental Information

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Requires moderate physical effort working almost exclusively with lightweight materials (up to 30 pounds) including but not limited to walking and standing for long periods, talking, stooping, sitting, kneeling, bending, reaching and gripping.

ENVIRONMENTAL CONDITIONS: Indoor and outdoor work is conducted in variable weather conditions. Exposed to high or low temperatures, humid conditions, and other unfavorable weather conditions throughout the year.
