Job Description

The Chief of Police, under general direction, plans, directs, coordinates, and implements departmental goals, policies, procedures, and activities associated with the protection, safety, and welfare of students, staff, and visitors.

Responsible for protecting life and property and fostering a safe environment on campus. Serves as chief law enforcement office for the University and oversees daily operations of the University Police Department. Administers all services provided by the University Police Department including, but not limited to, policing, security and parking functions and campus access and safety programs.

Salary information: The expected salary range for this position will be $93,645 - $98,327.25.

This position is not eligible for remote work.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Leads and directs the department in establishing and maintaining high quality performance, a commitment to ethics and integrity, and efficient and effective use of resources. Leads the development of departmental strategic plans including goals and objectives, appropriate procedures, and strategic alliances.

  • Directs departmental budgets and expenditures, determines needs, and establishes priorities. Oversees the University Police fleet.

  • Provides strong leadership by directing and actively participating in the University Police Department (UPD) operational activities and is accountable for the following: scheduling the patrol of University grounds, enforcement of State of Texas statutes, Texas A&M University System (TAMUS) policies, regulations, rules, and procedures, parking and traffic control, and maintenance of UPD records.

  • Represents A&M-Texarkana and UPD through membership and involvement in local, regional, State, and National organizations. Serves on committees at various levels. Represents the UPD at various meetings. Works cooperatively with leadership, local, and State agencies in law enforcement, and emergency response.

  • Interacts with constituents such as parents, students, faculty, and staff to respond to needs, locate missing or troubled students, and address concerning trends and behaviors.

  • Leads development of contingency plans and emergency response plans for various situations. Oversees and monitors training programs for UPD personnel to support normal and contingency operations. Responds to campus emergencies.

  • Develops and maintains the UPD security, operations, and crime prevention plans by auditing campus programs, the facilities and grounds, and coordinating user needs with current and predicted models for short- and long-term security operations. Develops and provides safety, health, and emergency management training for the campus community.

  • Ensures compliance with local, State, and Federal reporting requirements. Completes and files required University, State, and Federal mandated reports.

  • Oversees investigations surrounding the violation of laws and University rules or policies. Reviews necessary reports to deliver findings for accounts of theft, disturbances, or general complaints to the UPD.

  • Oversees recruitment, selection, evaluation, and termination of police officers, security officers, police cadets and administrative staff. Assigns, supervises, and trains police department staff. Performs or adjudicates disciplinary and commendation actions.

  • Responsible for all police, safety, and security issues on the campus, including the University's parking and traffic control systems.

  • Perform public relations activities as necessary; implement and maintain police programs.

  • Responsible for monitoring required staff certification(s)/licensure(s) including obtaining current, valid, and legitimate proof of certification(s)/licensure(s) and providing such proof to the HR Office for employee files. Responsible for maintaining current certification(s)/licensure(s) required as a condition of employment and providing valid and legitimate proof of certification(s)/licensure(s) to the supervisor prior to the expiration date(s) of certification(s)/licensure(s).

  • Develops and implements departmental initiatives to support and maintain accreditation standards and regulatory compliance.

  • Responsible for campus physical security, including facilitating and maintaining physical security contracts as appropriate.

  • Supervise and maintain the university's parking, traffic control and security surveillance systems.

  • Prepare, timely submit and maintain all required university, state and federally mandated reports including but not limited to the Clery Act and the Uniform Crime Report (UCR).

  • Responsible for the safety and security of all special events on campus (provides risk assessment).

  • Act as an administrative liaison with outside law enforcement agencies to include the local fire department and city/county emergency management.

  • Develop and maintain mutual-aid agreements with neighboring law enforcement agencies as needed.

  • Serve as A&M-Texarkana representative at A&M System Council of Law Enforcement Chief's meetings.

  • Lead and oversee the University Emergency Response Team.

  • Maintain and update University Emergency Management Plan and serve on EMP team.

  • Ensure training for all UPD staff is current.

KNOWLEDGE, SKILLS & ABILITIES:

Minimum Qualifications

  • Bachelor’s degree or equivalent combination of education and experience.

  • Seven (7) years of progressive experience as a Certified Peace Officer including at least five (5) years law enforcement management.

  • TCOLE (Texas Commission on Law Enforcement) certification or ability to immediately obtain TCOLE certification

  • Work beyond normal offices hours and/or work on weekends with some travel.

  • Ability to work with sensitive information and maintain confidentiality.

  • Knowledge of word processing, spreadsheet, and database applications.

  • Knowledge of the criminal justice system.

  • Knowledge of information required by State and Federal governments.

  • Knowledge of employee background checks, principles, and practices of public administration and modern management methods.

  • Ability to multitask and work cooperatively with others.

  • Effective verbal and written communication skills.

  • Strong public speaking, leadership, and management skills.

  • Ability to plan, organize, and direct the work of others.

  • Ability to gather, correlate, and analyze information and devise solutions to administrative problems.

  • Ability to work in a high stress environment.

  • Intermediate skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

Must be acquired within one (1) year of hire/employment date:

  • Certified in Texas Law Enforcement Telecommunication System (TLETS)

  • CPR Certification

  • National Incident Management System (NIMS) training certification.

  • Law Enforcement Leadership training, weapons, radar, and baton certifications.

Preferred Qualifications

  • Master’s degree in criminal justice, law enforcement or related field

  • Advanced certification from TCOLE

  • Attendance at FBI National Academy or similar command level training

  • Experience in campus law enforcement

Other Requirements

  • Applicant must successfully pass psychological evaluation, physical examination, and complete background investigation to include but not limited to driving history, criminal background, and credit history.

  • Must not have ever received a dishonorable or other discharge based on misconduct which bars future military service, if applicable.

  • Must not be on court ordered community supervision or probation for any criminal offense above the grade of Class C Misdemeanor; must not have been convicted of a misdemeanor offense above the grade of Class C within the last five years; must never have been convicted at any time of a felony offense.

  • Must have a good driving record, with no more than three moving violations within the last three years.

  • Must never have been convicted of a misdemeanor crime of domestic violence as defined by the Federal Gun Control Act.

  • Must be a U.S. Citizen.
