Summary This position is located in the Finance and Accounting Service at the VAMHCS Medical Center in Perry Point, MD. The position reports directly to the Supervisory Budget Analyst, provides high level budgetary analysis work and recommendations over substantial agency level programs at the VAMHCS, and is a dotted line report to the Deputy Medical Center Director and Medical Center Director for advisory work as needed to assist senior level management in running substantial agency level programs. Responsibilities Major Duties: Serves as Budget Analyst for the medical center operating budget, including all phases of program planning and analysis. Determines requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget. Provides advice and guidance to management officials on all budgetary matters. Develops and implements policies and procedures, advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, provides reports and budget updates, etc. Implements procedures and controls to minimize probability of the occurrence of an Anti-deficiency violation. Develops and coordinates the planning, formulation, and execution of the budget. Conducts long range budget planning, provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendations on budget allocation and resulting changes in program operations. Monitors and tracks obligations/expenditures through continuing dialog with officials and staff, review of written documents and examination of records. Prepares budgetary information and data summaries on a wide variety of forms and documents for inclusion in routine and special reports. Drafts and implements policies and procedures for managing budgetary and fiscal operations and plans. Determines necessity for establishment of new systems, methods or techniques for adhering to provisions. Reviews and analyzes requests by service chiefs for reprogramming and fund adjustments and recommends approval or disapproval. Formulates the operating program budget and manages and monitors fund distribution for the operation of the medical center. Prepares quantitative and analytical data required during the formulation, execution and review processes. Conducts reviews, analyses, and evaluation of the use of funds for budgetary planning and day to day fund management. Performs major reprogramming several times annually and minor reprogramming on a frequent basis. Performs quantitative and qualitative analyses, interpretation and evaluation of the feasibility and effectiveness of projected and current programs in achieving objectives. Applies statistical formulae, techniques and methods for the gathering and interpretation of quantitative information. Provides staff with statistical data required for planning, policy and operating decisions. Makes authoritative recommendations to CFO/AFO/Supervisory Budget Analyst to ensure the observation of sound budgetary principles. Prepares supporting data or material for funding requests and justification for submission to VISN or other higher headquarters. Conducts costs analysis relating to budgeting and funding. Identifies, analyzes, and resolves budgetary problems, such as those requiring the development of alternate methods of funding when unstable funding levels necessitate reprogramming throughout the fiscal year. Prepares phasing and obligation plans to project budget execution rates based on analysis of programs. Monitors the use and rate of expenditure of budgeted funds. Reprograms funds between accounts to maintain balanced programs. Prepares a variety of reports relative to the status of funds, expenses and obligations. Advises personnel on the status and availability of funds in the various budget accounts. Manages reimbursable accounts for the provision of personnel services. Determines value of personnel services and support to include direct and indirect cost. Calculates user costs and cost estimates. Drafts standards and procedures for reimbursement to be included in formal servicing agreements with customers. Charges customers according to services provided and provisions in agreements. Monitors and advises on the status of reimbursable accounts. Processes daily TDAs, dispenses funds to fund control points, balances control points in IFCAP and FMS on a regular basis, prepares budget status reports, conducts annual budget call, maintains FCP delegation of authority and supports Finance Service management in preparing responses to requests for information/Action Items. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience applying the concepts, principles, practices, laws, and regulations of budgeting and/or financing; knowledge of federal accounting and budget procedures to forecast, formulate, execute, and monitor the budgets; experience analyzing national level programs or exceptionally large and complex programs; experience preparing estimates for agency budget programs using program data, budgetary principles, and quantitative methods; experience researching, compiling, and summarizing data concerning expenses and similar information needed for formulation of budget estimates; and experience monitoring and tracking obligations and expenditures for budgets throughout the execution phase of the annual operating budget in IFCAP and FMS or other like systems.
