Summary AmeriCorps NCCC (National Civilian Community Corps) is a full-time, team-based national service program for men and women ages 18-26. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of four campuses, located in Denver, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA. All program participation costs are included, e.g., lodging, meals, transportation, plus a stipend. Responsibilities This position is located in the Department of the Chief Program Officer, AmeriCorps NCCC (National Civilian Community Corps) with a duty station in either Vicksburg, MS or Washington, DC. The Assistant Program Director plans and implements initiatives to develop service learning projects and lodging opportunities with public and private organizations, community and faith-based organizations, and other Federal agencies. Projects are generally in the areas of disaster services, infrastructure improvement, energy conservation, environmental stewardship and conservation, as well as urban and rural development. Primary duties include: Through community outreach, identifies, encourages, and develops service projects to meet community needs. Develops project proposals for submission to the Deputy Region Director for Programming. Proposals include: project goals, resources needed, and timelines. Prior to project start up, works closely with the project sponsor, Unit and Team Leaders to assist with the identification of resources and equipment, project scheduling and evaluation. Prepares projected project budgets to include travel and lodging expenses. Monitors project and lodging expenses against budget to identify necessary changes. Supports Unit Leaders in evaluating project progress and assists with negotiating mid-project changes. Prepares and submits FEMA required project status/progress documentation. Reviews the documentation of project results to assure completeness and conformance with all other project related information. Presents project training or orientation to team members. Coordinates other member training with the Assistant Program Director for Training. Requirements Conditions of Employment Qualifications Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include: 1) work experience fostering and maintaining partnerships with external organizations, e.g., government, community, non-profit organizations; and 2) work experience coordinating multiple activities for large (50 to 70) groups of people; and 3) work experience negotiating for goods or services. The specialized experience must be clearly documented in the applicant's resume.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. Education If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education or LL.M., if related leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards and that you have the required knowledge, skills, and abilities for this position. Additional Information If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency. Veteran's Preference: If you are claiming 5-point or 10-point veteran's preference, you must submit documentation described below in "Required Documents." This Term Appointment will initially be for a three-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition. As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from AmeriCorps to other agencies in the competitive service of the federal government.
