Town of Vernon Human Resources Specialist in Vernon Rockville, Connecticut

General Statement of Duties: A highly responsible, confidential position providing technical assistance and support particularly in the areas of coordinating employment backgrounds, investigations and workplace safety.

Supervision Required: Works directly under the Town Administrator, or designee.

Supervision Exercised: None.

Essential Job Functions: Works in coordination with the Human Resources Assistant to conduct background checks for all employees hired by the Town, including setting appointments for fingerprinting, physicals and drug testing. Processes and tracks random drug testing for CDL requirements. Tracks drivers licenses for employees responsible for using, or assigned to Town vehicles. Is responsible for reviewing and investigating non-employee accident reports, and makes recommendations to reduce reoccurrence. Investigates, reviews and tracks workers compensation incidents, and notifies Administration. Assists in finding temporary light duty assignments. Responsible for processing mandatory annual OSHA reports. As assigned by the Town Administrator, or designee, independently conducts investigations into allegations of employee misconduct. Areas of investigation can include complaints of harassment, retaliation, violations of Town policies, and other work-related issues. Investigations are conducted in a thorough and professional manner using best practices in investigative technique. Develops investigative plans. Conducts interviews of complainants, respondents, and witnesses. Gathers, analyzes and preserves evidence. Maintains well-organized and accurate case files while maintaining strict confidentiality. Responsible for implementing, tracking and enrolling employees in mandatory training; maintains and keeps current an annual training calendar; enters training and certifications in HRIS database. Spearheads and schedules quarterly Safety Committee meetings; represents Town at BOE Health and Safety Committee meetings. Assists Vernon Public Schools as needed. Regular and punctual attendance.

Other Job Functions: Assists in wage research; types or word processes correspondence, reports, memos and other documents; may be required to assist in coordinating employee benefits in absence of HR Assistant. Prepares related work as required; may be called in to work at the Towns Emergency Operations Center (EOC); other duties as required.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required: Knowledge of human resource theory and practice; knowledge of relevant state and federal employment laws. Knowledge of the general principles of employee relations, methods practices, and techniques of collective bargaining including contract interpretation, grievance administration, and rules and procedures. Knowledge of or ability to learn Town policies and regulations. Skilled at developing and presenting effective work group training. Well-organized and skilled at creating and maintaining complete confidential records and files. Ability to work independently and to objectively analyze and evaluate situations and issues. Ability to write comprehensive reports. Ability to suspend judgement on a matter until all evidence is gathered. Ability to foster effective working relationships. Possess the personal competencies to effectively apply knowledge in exercising independent judgment. Able to express ideas clearly, effectively, and persuasively, orally and in writing. Able to analyze and obtain relevant information through fact-finding and research, identify solutions/recommendations and provide timely advice. Able to establish/ maintain effective working relationships with employees and management. Able to maintain composure during stressful/ intense interactions with others. Able to handle multiple tasks, adapting to change as necessary. Able to meet deadlines/ objectives. Able to make sound decisions in the absence of detailed instructions. Demonstrated proficiency in MS Office (Excel, Word, PowerPoint). Ability to learn other complex software relevant to the position. Excellent verbal, written and oral presentation skills. Ability to be a self-starter.

Experience and Training: Three (3) years of human resources experience relevant to the requirements of this job with a bachelors degree in Human Resources, Criminal Justice, or other closely related field or an equivalent combination of education and experience. Must maintain and stay current on employment case law, statutes, regulations and trends. Must pass criminal background check.
