Description

Under general direction of the Chief Nursing Executive or Associate Chief Nursing Executive , t he Nursing Operations and GI Lab Manager is responsible for the delivery of quality nursing care, management of patient care operations and supervision of personnel in Gastrointestinal Lab, Rapid Response, Break Relief, and Float Pool Nurses. The incumbent is responsible for the 24/7 operations of these departments, including scheduling, payroll, performance improvement and quality initiatives. The ideal candidate will have experience both in nursing operations and also in procedural nursing.

PAYROLL TITLE: Hospital Nurse Manager I

CERTIFICATION PAY: Incumbents in this classification are eligible for certification pay at a rate of $0.813 per hour based on his or her scheduled work week hours and not to exceed the scheduled work week hours for each qualified certification possessed up to a maximum of five (5) certifications.

NATIONWIDE CERTIFICATION: Incumbents in this classification who acquire and maintain one of the nationwide certifications (Management Resolution Sec. 805 A (http://vcportal.ventura.org/CEO/HR/MOA/docs/CNA_MOA_2023-2028.pdf) ) are eligible to receive certification pay per shift of $2.00 per hour compensated.

EDUCATIONAL/BILINGUAL INCENTIVES: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

AGENCY/DEPARTMENT: Health Care Agency – Ventura County Medical Center

Hospital Nurse Manager I is a management classification and is not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include but are not limited to the following.

  • Assumes 24-hour accountability for staffing and quality of care of the Nursing Unit consistent with hospital standards.

  • Develops annual nursing goals for the gastrointestinal lab, including plan of action, timetable, and evaluation methodology, consistent with Nursing Department and hospital goals.

  • Recruits, hires, orients, directs, supervises, evaluates, and manages a staff development program for nursing staff.

  • Evaluates prospective and active team members to maintain and develop optimal staff performance in recruiting and retaining top talent.

  • Fosters a positive work environment by facilitating team motivation, employee growth, and team success.

  • Reviews, recommends, and establishes nursing and unit specific practice standards and initiates changes as needed; assesses training, competency, and educational needs of staff in coordination with Nursing Education for improved services and processes.

  • Promotes the best practices of the nursing profession and encourages staff to continue to develop and acquire additional nursing skills. Serves as a mentor to encourage their continued education and certification in the nursing field as it relates to their career goals.

  • Maintains clear, effective communication between nursing, medical, and ancillary staff, and departments.

  • Communicates and administers hospital policies and procedures and participates in the development of new policies and procedures specific to nursing operations.

  • Participates in the planning of change and manages the change within an interdisciplinary health care delivery system such as restructuring/streamlining workflow/processes, technological advances, the physical environment of the unit, and trends in the focus of health care delivery appropriate to the specific service line.

  • Coordinates nursing care by reviewing hospital and employee notification reports, problem identification reports, and unit specific performance improvement projects.

  • Prepares quarterly status and Performance Improvement ("PI") reports for the Performance Improvement Coordinating Council.

  • Ensures nursing care is coordinated with prescribed medical plan of care and maintains effective communication for collaborative planning with the medical staff.

  • Makes daily rounds to identify patient needs, assesses quality of care and serves as a staff resource for resolving patient issues.

  • Responds appropriately, investigates patient complaints in a timely manner, and takes appropriate corrective action. Ensures complicated complaints are escalated appropriately to the Chief Nursing Executive and/or Medical Director.

  • Ensures notification forms are investigated, completed timely, submitted to the Nurse Executive, and appropriate action initiated.

  • Participates in department and hospital committees; chairs assigned committees, guides, and oversees progress toward goals and objectives, develops studies, participates in specialty projects.

  • Perform other related duties as assigned.

Typical Qualifications

Education/Experience:

Any combination of education, training, and experience equivalent to a bachelor's degree in nursing from an accredited college or university and a minimum of four (4) years of increasingly responsible clinical or administrative nursing work in an acute care hospital setting, specifically in nursing operations and/or Gastrointestinal Lab which includes, at least two years of experience in a supervisory position.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid license as a Registered Nurse issued by the State of California Board of Registered Nurses.

  • Must possess and maintain a current BLS certification

  • Must possess and maintain a current ACLS certification

DESIRED

  • Specialty certification in critical care of GI lab

  • Experience working with electronic medical records,

  • Excellent verbal and written communication skills and satisfactory performance of the full spectrum of responsibilities consistent with the duties of a Hospital Nurse Manager at Ventura County Medical Center

Knowledge, Skills, and Abilities

Thorough knowledge of: hospital policy and procedures and the fire, safety and disaster plan; principles and techniques of supervision, hiring, and evaluating performance; procedures and policies of gastrointestinal lab; must also have knowledge of patient rights and the basic nursing performance standards in accordance with the Nursing Practice Act of California.

Considerable ability to: supervise staff in a hospital setting; interpret, understand, and apply nursing operational policies and procedures; speak and write effectively; establish and maintain effective working relationships with the department personnel.

Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the examination process may be placed on an eligible list for up to a period of one (1) year.
