SALARY RANGE: $125,000.00 - $134,000.00

SUMMARY:

For all agency warehousing operations consolidated into Material Management & Distribution, this position is accountable for:

  • Oversight and coordination of departmental capital program management requirements; facilities/equipment requirements, planning and maintenance; and, in coordination with the Office of System Safety, internal industrial safety program management, safety inspections and statistical analyses.

  • Coordinating the procedures for managing warehousing operations to meet goals and accountability requirements; troubleshooting problems; coordinating services with internal divisions and/or outside vendor support personnel; planning toward migration to a new supply chain management package; and the identification of any configurations and customizations required to ensure continuity, and effective expansion, of capabilities.

  • In coordination with the Office of Management & Budget, directing centralized management and oversight of all departmental operating and capital budgets, including budget development, financial analyses, forecasting, cost control management and ensuring compliance with strategic business plans.

RESPONSIBILITIES:

  • Monitor departmental financial performance and cost controls to determine the flow of funds and usage levels and any variances from plans. Produce weekly and monthly reports on operations for management, with which they may formulate sound business decisions. Ensure that productivity initiatives generate the intended results relative to financial savings. Prepare budgetary forecasts for Budget and reports identifying funding requirements.

  • Manage departmental facility and equipment repair, maintenance, and service contracts. Research and introduce newly engineered state-of-the-art material handling equipment and systems for parts storage and retrieval. Develop specifications for all equipment and service procurements and track procurements through receipt and payment processing. Represent MM&D at all Farming Out Committee meetings.

  • Serve as departmental liaison to the Office of System Safety (OSS). In coordination with OSS, direct, develop, manage, and control a department-wide safety management program, which includes conducting physical safety audits and compliance studies to ensure required procedural or physical modifications are made, accident investigations and analysis of accident statistics, annual reporting, and the review of safety literature and materials, and procurement of materials applicable to division operations.

  • Working in tandem with applications support staff, end user subject matter experts, and software vendor/implementers, coordinate development of test scripts for system and user acceptance testing, oversee user testing and the provision of test results and communicate required application revisions to the technology support team, software vendor, and/or consultant implementers.

  • Guide the division in the transition from the current resources utilized for inventory control and management through the complete implementation process associated with the chosen replacement package.

  • In coordination with the Office of Management & Budget, manage MMD’s development, implementation, analysis and control of the operating and capital budgets. Ensure that the operational sub-units are provided with the requisite financial resources to accomplish goals. Coordinate with business partners to ensure the requisite funding is available to support major capital programs for facility designs, construction and renovation. Identify alternative funding streams, as necessary. Analyze requirements to ensure they are consistent with strategic business plans and the Five- and Twenty-Year Capital Programs. Provide division management with the status of capital expenditures in a timely manner and translate capital improvements into operating budget efficiencies wherever possible.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential

  • Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of Warehousing Operations and Supply Chain systems

  • Familiarity with PeopleSoft, Talon, or comparable inventory control systems.

  • Excellent communication and interpersonal skills.

  • Excellent organizational and presentation skills.

  • Demonstrated ability to work with all internal levels within a given organization.

  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

  • Strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Demonstrated analytical capabilities and quantitative skills.

  • Proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

EDUCATION AND EXPERIENCE:

REQUIRED

  • Bachelor’s degree in Business, Transportation, Public Policy, or a related field; or an equivalent combination of education from an accredited college and work experience may be considered in lieu of a degree.

  • Minimum 8 years related experience, including at least 4 years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.

PREFERRED

  • Advanced degree in a related field.

  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

  • Attainment of or in the process of attaining specific functional licenses or certifications in an area of specialty, if applicable.

  • Familiarity with the MTA’s policies and procedures.

  • Familiarity with the MTA’s collective bargaining procedures
