Position Objective:

The purpose is to be responsible for maintaining the H&H Traction Distribution System and managing a unionized workforce per Metro-North Railroad, Power Department , and FRA maintenance standards. In addition, the position ensures system reliability and compliance with safety to continue providing a safe environment for our employees and customers, consistent with corporate goals.

Responsibilities:

  • Direct and manage the maintenance and operation of DC Traction Power system. Direct agreement workforce throughout the third rail territory and provide face-to-face interaction with field supervision. Ensure workforce compliance with on-track protection protocols per MNR, FRA , and electrical requirements. Conduct audits for compliance with FRA-mandated efficiency testing. Report directly to the Assistant Deputy Director of Traction Distribution on issues on maintenance activities, capital projects , and union-related matters. Monitor overtime of agreement workforce to ensure compliance with corporate Overtime Control Policy.

  • Act as the primary point of contact for electrical-related project issues. Conduct audits of maintenance activities to ensure compliance with department and OSHA standards and utility practices.

  • Direct and reinforce safety programs for third rail and splicer workgroups per corporate programs and vision. Ensure workforce compliance with safety programs including audit, training, and testing of employees.

  • Assist the Assistant Deputy Director of Traction Distribution in planning construction projects for capital/non-capital work.

  • Research, evaluate , and introduce innovations in work methods and equipment.

  • Coordinate with Training Department and Supervision to ensure that trainees complete their training on schedule. Ensure compliance with Power Department policies and procedures for electrical safety. Participate in the interview process to fill vacancies in the Traction Distribution Department.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

  • Familiarity with DC traction power systems including electrical power distribution and high-voltage cable splicing.

  • Competent understanding of basic electrical codes, OSHA standards , and utility practices.

  • Strong interpersonal skills with the ability to interact with internal/external customers, with all levels of non-agreement and agreement staff , and to coordinate multiple departments for task completion.

  • Project management skills to develop project scope, progress, schedules, and budget.

  • Strong verbal presentation and written communication skills.

  • Strong analytical skills with the ability to resolve complex technical issues.

  • Strong motivation and self-starter.

  • Ability to spend considerable time at field sites during and participate in off hours (nights & weekends) work activities or significant cutovers with sub-department Task Managers and their workforces .

  • Strong knowledge of Microsoft Office suite and/or comparable applications.

  • Must be able to work in a high-profile/high-pressure environment.

  • Must be available 24 hours/7 days a week as required.

  • Must have a valid driver’s license.

  • Must be able to implement and participate in Metro-North Railroad’s Safety Program.

    The following is/are preferred:

  • Knowledge of the collective bargaining process as it relates to discipline.

  • Knowledge of Metro-North's policies and procedures, accounting, budget , and payroll processes.

  • Knowledge of Metro-North Railroad's Safety Program

    Required Education and Experience:

  • Bachelor’s degree in Engineering or related field.

  • Minimum of five (5) years of experience in the electrical industry, such as engineering experience at an electrified commuter railroad, utility, or consultant.

  • Minimum three (3) years experience managing projects and/or a diverse unionized workforce.

    Other Information

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
