JOB DESCRIPTION AND POSITION REQUIREMENTS:

Penn State University Police and Public Safety (UPPS) is seeking a Communications/Operations Center Manager who will oversee UPPS communications operations for campuses across the Commonwealth. Reporting to the Director of Emergency Management, this position will be responsible for the day-to-day Center operations and supervision of a team of eight (8) dispatchers covering 24/7 operations. Along with tasks including scheduling, mentoring, and professional development for the team, it will be the expectation that the leader will uphold the mission and values of the University and UPPS.

Duties include but not limited to the following:

  • Hire, train, and supervise the work of unionized Police Dispatcher Recorders and other personnel engaged in computer-aided dispatch for police, fire, and other services on a 24-hour basis. Creates and manages the schedule for 24/7 operation. Provide feedback on employee performance as needed , and apply the Union-University Agreement when applicable.

  • Create policies surrounding the operations of the dispatch center. Optimize dispatch program performance through recommendations and procedures that may increase the efficiency of operations

  • Responsible for the development, implementation, and updating of department training programs and quality assurance programs. Navigate the staff through successful Agency Training Program Certification (APCO), which includes matching accreditation standards with the University Police and Public Safety CALEA (The Commission on Accreditation for Law Enforcement Agencies) accreditation

  • Serve as the university’s lead representative between the University Police and Public Safety Operations Center and the local Centre County Emergency Communications Center. The Centers serve as back-up facilities due to the unique relationship between Centre County and Penn State University

  • Liaison between UPPS and vendors for all dispatch systems (phones, CAD, and radio system), and management of the 150+ unit fleet of emergency field radios at all Penn State locations. Have direct responsibility for maintaining service contracts, and suggested budgeting for future replacement and growth

The successful candidate will demonstrate continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Minimally requires a Bachelor's degree plus six years of relevant experience, or an equivalent combination of education and experience.

Preferred Experience:

  • Extensive experience with computer-aided dispatch (CAD), records management systems (RMS), and camera and alarm systems

  • Certifications in Emergency Police Dispatch (EPD), Emergency Fire Dispatch (EFD), or Emergency Medical Dispatch (EMD); along with professional certifications from entities such as APCO International, the International Academies of Emergency Dispatch, or National Emergency Number Association (NENA)

A fingerprint background check will be required to work within the Police facility in addition to standard background checks.

The salary range for this position, including all possible grades is:

$76,700.00 - $115,100.00
