Amentum ICITAP Balkans Regional Counterterrorism Advisor to the Balkans Regional Counterterrorism Cell in Tirana, Albania

Amentum is currently seeking a Senior Advisor to the Balkans Regional Counterterrorism Cell. The position may be based in one or more countries within the Western Balkans and require frequent regional travel. This advisor will be responsible for working closely with the ICITAP Balkans Regional Counterterrorism Cell Attaché, foreign government law enforcement officials, and third country partners on a day to day basis. The Advisor will assist in implementing counterterrorism assistance projects, mentoring counterterrorism foreign government agencies, and foreign law enforcement practitioners. This includes establishing partnerships with Balkans regional law enforcement, security agencies, and criminal justice partners while working within a rule of law framework which can be different in each country. The advisor may be required to travel and work in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Serbia, and other countries as determined pertinent by the ICITAP Balkans Regional Counterterrorism Cell (CT Cell) Attaché.

JOB DUTIES AND RESPONSIBILITIES:

  • Advise foreign counterterrorism leaders and the ICITAP CT Cell Attaché on best practices to enhance the overall criminal justice system by complying with internationally accepted standards and norms.

  • Work on interagency initiatives, with USG partners including but not limited to, the U.S. Department of State Bureau of Counterterrorism, U.S. Federal Bureau of Investigations, U.S. Department of Homeland Security, and the U.S. Department of Defense under the guidance of the CT Cell Attaché.

  • Assist foreign officials in developing plans that map out effective strategies for the investigation, interdiction, and tactical response to terrorist activity.

  • Assist in the creation of an information sharing platform and network amongst Western Balkans’ counterterrorism law enforcement units.

  • Mentor and advise foreign officials on the management and monitoring of known or suspected terrorists as well as repatriated foreign terrorist fighters from Northern Syria and Iraq.

  • Coordinate and implement training programs and take lead on procuring recommended equipment for Host Country partners alongside the ICITAP CT Cell Attaché based in Sarajevo.

  • Travel to Eastern European countries, including but not limited to, Albania, Bosnia and Herzegovina, Kosovo, Serbia, Montenegro, and North Macedonia, to support the counterterrorism capabilities of the United States of America.

  • Accompany foreign counterterrorism practitioners to regional and international training and conferences.

  • Organize and conduct regional and international conferences and training events.

  • Identify, coordinate, and instruct on various counterterrorism topics relevant to the Balkans region.

  • Convene and coordinate key European partner activities to assist in multi-lateral counterterrorism initiatives.

  • Demonstrate the ability to innovatively plan activities and lead individuals, as well as efficiently and effectively manage a dynamic array of programs designed to discourage terrorist activity.

  • Contribute to and assist in submitting program reports to the Department of Justice and Department of State Officials under the guidance of the ICITAP CT Cell Attaché.

  • Develop and coordinate programming with other ICITAP Balkans Region and Global Programs under the direct guidance of the ICITAP CT Cell Attaché.

Required Qualifications:

  • Minimum of fifteen (15) years U.S. law enforcement experience with at least ten (10) years of senior level experience.

  • Experience in the field(s) of policy formation, organizational development, and management of a law enforcement organization.

  • Documented experience as supervisor or manager in a U.S. federal, state, county, or municipal law enforcement agency (must be sworn law enforcement).

  • A comprehensive understanding of counterterrorism from line officer level up to executive and agency head level.

  • The Advisor shall possess a keen understanding of all aspects of counterterrorism law enforcement operations that will include, but is not limited to investigations, tactical response, and task force development.

  • Documented advanced report writing skills.

  • Ability to teach others and speak in front of an audience of executives and professionals.

  • Documented ability to assess, analyze, and produce written communications articulating necessary steps to address, in a sustainable manner, the staffing, structure, policy, and training needs of foreign counterterrorism organizations.

  • Ability to assess and coordinate with other international counterterrorism donor efforts.

  • Proven ability to operate windows applications including Microsoft Office Suite.

  • Knowledge of organizational change management.

  • Excellent drafting and presentation skills

  • Ability to conduct extensive internet research utilizing common internet-based search platforms.

  • International experience in capacity building.

  • Willingness to work in a flexible environment and coordinate with a variety of teams across the ICITAP Balkans Regional and Global Programs.

  • Clearable: Must be able to obtain and maintain a Top-Secret clearance.

  • US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Clearance.

DESIRED QUALIFICATIONS:

  • Knowledge of history and political developments in the Balkans

  • Language skills in a BCMS and/or Albanian is a plus.

  • Having successfully served in an international position is a plus.

  • Experience in planning and delivering diverse training; particularly leadership training for all levels from line to mid-level and executive level staff.

  • Knowledge of international repatriation efforts of foreign terrorist fighters (FTFs), countering violent extremism (CVE), and border management systems relevant to countering terrorist activity
