Director Institutional Compliance & Deputy Compliance Officer

UTHealth Houston is seeking its next Director Institutional Compliance & Deputy Compliance Officer to lead the efficient and successful management of an institution-wide compliance program that has a 20-plus-year history with the university. This exciting opportunity has arisen due to a promotion and will involve overseeing initiatives aimed at preventing, detecting, and appropriately responding to external or existing compliance risks.

Reporting directly to the Associate Vice President/Chief Compliance Officer (AVP/CCO), the Deputy Compliance Officer is responsible for implementing, maintaining, and enhancing policies, procedures, and internal controls to ensure compliance with relevant legal and regulatory requirements. This position requires expertise for compliance concern and report administration including handling highly visible and complex investigations, collaborating closely with institutional leadership, internal audit, legal affairs, and risk management. The ideal candidate will operate with an utmost level of integrity.

In this crucial consultative position, the Deputy Compliance Officer will lead and cultivate a team of two full-time employees (FTEs) and assist in the program’s future expansion. The highly organized leader must possess the ability to multitask and respond to a variety of requests and projects. This role requires a typing speed of 80+ words per minute (wpm), proficiency in data visualization, and advanced proficiency in the Microsoft Suite, including expertise in its various applications and functionalities.

Candidates with a minimum of 7 years of experience in case and report management related to compliance and/or risk management within an academic health center or university, along with at least 5 years of leadership experience, will receive careful consideration. A Juris Doctorate (JD) is preferred.

Position Key Accountabilities:

  • Oversees the operations of the UTHealth Compliance Hotline including but not limited to the management of compliance reports; maintains a relationship with the vendor to ensure the Hotline meets the needs of the UTHealth community.

  • Oversees and carries out independent investigation on matters related to compliance and/or responds to reports of possible compliance issues.

  • Formulates annual compliance work plan focused on continuous improvement of processes in identified risk areas including institutional effectiveness planning and reporting.

  • Prepares and delivers periodic and annual compliance reports, providing updates and education to the Executive Compliance Committee and other relevant stakeholders as required.

  • Directs and conducts periodic risk assessments to identify high risk areas.

  • Deploys a multi-faceted educational program that focuses on the elements of the UTHealth Compliance Program for new and existing workforce members.

  • Develops and deploys effective communication throughout UTHealth to maintain high employee awareness of the UTHealth Compliance Program including how to raise and address concerns.

  • Manages Human Resources activities for direct reports in regard to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.

  • Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.

  • Performs other duties as assigned.

Certification/Skills:

  • Strong leadership and teamwork skills and the ability to lead across entity lines.

  • Case management proficiency and project management skills.

  • Exceptional organization and initiative with meticulous attention to detail and ability to issue spot.

  • Ability to multi-task, responding to myriad requests/projects requiring 80+ wpm typing speed, operating with advanced proficiency levels in the Microsoft suite, and demonstrating expertise in its various applications and functionalities.

  • Critical thinking, including report analysis.

  • Ability to make sound judgments within the scope of assigned duties

  • Problem-solving skills, including being skilled in handling difficult situations.

  • Demonstrated capability to effectively communicate in all modes of communication and convey information clearly, efficiently, and effectively.

  • Ability to take unpopular stand, highest integrity, and respect if warranted.

  • Proactive with continuous improvement and increased efficiencies.

  • ATT- JD Attorney preferred.

Minimum Education:

Bachelor’s degree required, Juris Doctor (JD) preferred.

Minimum Experience:

Seven (7) years in case or report management related to compliance reports or legal/regulatory matters within a corporate or organizational setting required. Five (5) years of professional experience in a leadership role in financial, legal, compliance, or audit functions, with some experience in a university and/or healthcare setting preferred.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

Residency Requirement:
