JOB SUMMARY

This position performs a variety of financial, administrative, and elections functions in support of the operations of the Auditor’s Office. 

MAJOR DUTIES

  • Prepares and sends apportioned funds to a variety of taxing entities.

  • Reviews and processes accounts payable for county departments.

  • Answers telephone and greets visitors; provides information and assistance.

  • Receives a variety of payments and performs cashiering functions.

  • Processes Law Enforcement Center and dispatch billing on a monthly basis.

  • Processes inmate medical billing on a weekly basis.

  • Processes court costs and Juvenile Detention Center billing on a weekly basis.

  • Balances the general ledger monthly.

  • Processes accounts receivable.

  • Processes new and renewing liquor licenses.

  • Processes county payroll.

  • Reconciles bank accounts.

  • Orders office supplies and maintains inventory.

  • Performs related duties.

    KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of bookkeeping and accounting procedures.

  • Knowledge of accounts payable principles and practices.

  • Knowledge of laws and policies governing the assignment and payment of liens.

  • Knowledge of state reporting requirements.

  • Knowledge of election laws.

  • Knowledge of county and departmental policies and procedures.

  • Knowledge of computers and job-related software programs.

  • Skill in prioritizing and organizing work.

  • Skill in the provision of customer services.

  • Skill in the maintenance of files and records.

  • Skill in the use of such office equipment as a computer, scanner, fax machine, and copier.

  • Skills in oral and written communication.

    SUPERVISORY CONTROLS

    The Auditor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

    GUIDELINES

    Guidelines include South Dakota codified laws, state statutes, and county and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

    COMPLEXITY/SCOPE OF WORK

  • The work consists of related bookkeeping, administrative, and election duties.  Strict regulations and the need for accuracy contribute to the complexity of the position.

  • The purpose of this position is to provide support for department operations. Successful performance contributes to the efficiency and effectiveness of those operations.

    CONTACTS

  • C ontacts are typically with co-workers, other county personnel, attorneys, voters, representatives of other city and county governments, school district representatives, elected and appointed officials, and members of the general public.

  • Contacts are typically to give or exchange information, resolve problems, and provide services.

    PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.   The work is typically performed in an office.

    None.

    MINIMUM QUALIFICATIONS

    Knowledge and level of competency are commonly associated with completion of specialized training in the field of work, in addition to a high school diploma.
