The Director of Property and Casualty (P&C) Regulation and Policy oversees the daily functions of the P&C policy, form and filing review, and the worker comp/self-insurance related work. In addition to managing the applicable teams, the Director provides consultation and support to the Deputy Commissioner of Insurance and other Commerce leadership on P&C insurance regulation, policy issues and strategies, and provides input on relevant enforcement matters. The work is highly matrixed, and the Director is expected to work closely with other units within the Department of Commerce and around the state to implement and improve programs for the benefit of Minnesotans.
Other duties include:
Overseeing managers and day-to day operations to ensure programs are current and in compliance with Federal and state laws.
Representing the Department of Commerce in committees, task forces and working groups of the National Association of Insurance Commissioners and in other relevant organizations.
Engaging with and collect input from stakeholders on unit’s priorities and work.
Evaluating and analyzing data, legal documents, and other relevant information to support regulatory and policy work.
Minimum Qualifications
4 years of strategic, high-level management and leadership experience that includes:
Experience in the P&C insurance industry or related field
Supervisor or lead worker experience with demonstrated skills in setting priorities, providing work direction, managing projects, coaching and developing staff
A bachelor's degree in Business, Business Administration, Business Management, Law, Political Science, Public Administration, Public Policy, Risk Management and Insurance, or a closely related field can be substituted for one (1) year of experience. An advanced degree in Business, Business Administration, Law, Political Science, Public Administration, Public Policy, Risk Management and Insurance, or a closely related field can be substituted for eighteen (18) months of experience.
Strong conceptual, organizational, problem solving, and resource management skills.
Experience in working in a collaborative environment.
Preferred Qualifications
Experience in working in a regulatory environment analyzing P&C insurance practices, performing quantitative or qualitative analysis of the P&C insurance market
Demonstrated experience conducting research and analyzing insurance policies
Demonstrated experience investigating complex insurance matters that involve diverse stakeholders
Demonstrated experience reading, interpreting and communicating insurance statutes, rules, regulations, and policies
Experience analyzing the insurance market to inform policy decisions
Demonstrated experience working in the insurance industry
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
