The Chief Operations Officer (COO) is responsible for establishing the operational policies and priorities and overseeing the operational aspects of MNsure, Minnesota’s official health insurance marketplace, including commercial and public program operations, measurement and reporting, and customer service. The COO is the deputy director of MNsure and reports to the agency’s Chief Executive Officer (CEO). The COO works closely with the CEO, MNsure staff and the Board of Directors to execute MNsure’s operations, ensuring the agency can meet strategic goals to continuously improve customer service, technology systems, and health insurance access and affordability.

Responsibilities include:

  • Direct collaboration and program integration on operational activities between MNsure, various State agencies including MMB, DHS, MDH, Commerce, and MN.IT, federal agencies, health insurers, navigators/in-person assisters, and brokers.

  • Provide executive leadership for MNsure operations.

  • Determine and oversee work plan, budget, contract development and operational execution related to the areas of program integration, eligibility and enrollment, notifications, health benefit plan certification, health plan selection and contracting, call center services, quality rating systems, metrics and reporting, navigator/in-person assister and broker program operations, partnerships with counties, and small employer functions.

  • Engage, negotiate, and ensure productive relationships with federal agencies, other state agencies, health insurance carriers, and key vendors on operational issues.

Minimum Qualifications

5+ year’s of leadership experience in the health insurance industry, state operations or related field demonstrating the following:

  • Strong management, interpersonal skills and commitment to fostering a team environment.

  • Experience demonstrating creative policy-making, problem-solving, strategic planning skills with a record of success.

  • Ability to work in a fast-paced environment and manage multiple and complex priorities.

  • Comfortable and effective working with diverse groups of individuals with the ability to successfully manage the dynamic and differing needs, interests and viewpoints of multiple stakeholders.

  • Proven strong public speaking and writing skills with the ability to convey complex information and facilitate consensus in a positive and cooperative manner to achieve objectives.

  • Experience with or knowledge of financial and management information systems sufficient to manage and lead an organization deriving revenues from both state appropriations and business enterprises.

Preferred Qualifications

  • Bachelor’s degree or advanced degree in public health, public administration, business administration, public policy, or related field.

  • Familiarity with the Minnesota health insurance market.

  • Excellent financial and analytical skills and strong business acumen; experience carrying out growth strategies while maintaining the highest levels of quality and customer service.

  • A track record that demonstrates organizational leadership and ability to foster a good working environment, including an active commitment to Diversity, Equity and Inclusion.

  • Ability to foster collaboration and build strong relationships; a demonstrated history of having unified various groups toward the achievement of a common goal while maintaining the integrity and ultimate mission of a given organization.

  • Experience in the creation of operations or programs serving low income and special needs individuals.

  • Experience with state legislative and budget processes as well as federal grant and cost allocation processes.
