Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY ASSISTANT (TITLE 32), Position Description Number D2478000 and is part of the IL DCSOPS, National Guard. Responsibilities As a SECURITY ASSISTANT (TITLE 32), GS-0086-5/6/7, you will serve as a Security Assistant, responsible for assisting in the personnel security clearances process and supporting an Administrator/Adjudicator with suitability adjudications /determinations for the fitness and suitability on individuals for entry and retention in sensitive and non-sensitive positions required by Army. Major Duties - This is NOT an all-inclusive list: Receive, review, and submit requests for personnel clearances for serviced civilian, contractor, and military personnel. Use a variety of methods to track, monitor, and maintain files concerning the status of pending, current, and in-progress investigations and reinvestigations for secret and top-secret clearance holders. Compose documentation, for supervisors' signature, verifying security clearances for those individuals going on Temporary Duty (TDY) to other locations and requests the same of locations with individuals coming TDY to their location. Document all personnel suitability adjudicative determinations or recommendations in the relevant automated information systems. Check the request for completeness and accuracy and contacts the Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required. Ensure investigative scoping items are met, personal identifying data and investigative questionnaire information is accurate and complete. Order any missing investigative files and upon receipt, reviews and analyzes all investigative files for derogatory information. Ensure that sensitive/classified information is not disclosed and is safeguarded in accordance with regulatory guidance. Ensure all investigative files are available prior to reviewing and rendering a suitability adjudicative/determination in accordance with suitability guidance and guidelines. Execute established policies and procedures required for the personnel security program. Implement and execute policies and procedures in accordance with the Code of Federal Regulation (CFR) Title 5, Part 731, Department of Defense Instruction (DoDI) 1400.25, 1402.05, AR 380-67, Army Directive (AD) 2014-23 regulations and ARNG policies. Properly protect information governed by the Privacy Act of 1974. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Attend the ARNG Security Manager Course within 12 months of hire. Obtain the Security Professional Certification(s) within 24 months of hire. May be required to work overtime. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - May not exceed the rank of SPC. GENERAL EXPERIENCE: MUST - possess the experience, education, and/or training for clerical or administrative work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess the specialized experience, education, or training which includes 12 months experience, in the performance of clerical or administrative duties in an office environment; have experience performing office functions using computers and automation systems; experience working independently and setting priorities with very little supervisory control. GS-06 Level - MUST possess the specialized experience, education, or training which includes 9 months experience, in the performance of clerical or administrative duties which demonstrates a working knowledge of general office routines and functions; experience using computers and automation systems. GS-05 Level - MUST possess the specialized experience, education, or training which includes 6 months experience, in the performance of clerical or administrative duties which demonstrates a working knowledge of general office routines and functions. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 Level requirements. You must provide official transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
