Shell CR Adviser - Government Affairs in Singapore, Singapore

The role supports the Head of Corporate Relations in partnering with businesses to shape decisions and strategies that maximise value and manage risks for Shell. It collaborates with colleagues in other functions and team members of the Corporate Relations (CR) in the country to gain a deep insight into how Shell delivers value to various stakeholders. The role will have an integrated country view of Shell’s business footprint, and work to protect and create business and reputational value.

What’s the role?

Your responsibilities as the Corporate Relations Adviser – Government Affairs will include:

  • Develop and maintain Singapore Government stakeholders’ engagement mapping & analysis to provide timely advice and insights on issues and opportunities related to those stakeholders in support of business operations, business development opportunities, advocacy effort, and projects, while ensuring appropriate alignment across Shell businesses and functions

  • Represent the interests of businesses with government officials on policy and regulatory discussions, support and co-ordinate with relevant (internal and external) subject matter experts to advocate policy and regulatory changes and improvements that help capture and protect value for Shell businesses in Singapore.

  • Help facilitate relevant Shell stakeholders build / maintain sustained relationships and brand trust with relevant Singapore Government ministries and agencies in alignment with Shell Singapore’s objectives.

  • Coordinate executive engagements on key topics and with key government officials.

  • Develop external/Government stakeholder engagement mapping & analysis, and market development assessment (encompassing economic, socio, commercial and political angles and significance for Shell in Singapore) for regional (CR) projects in Southeast and South Asia.

  • To provide ad hoc support related to Non-Technical Risk monitoring and geostrategic risks and opportunities related to Shell’s interests in selected Tier-3 markets in Asia (markets where Shell has an exposure with limited or no physical presence)

  • Help advise team members on Shell Singapore initiatives that involve government through providing guidance on approach and interactions with relevant government departments with potential impact/impact to Shell.

  • Monitor policy/regulatory/legislative reforms and developments and develop analysis and strategic response where relevant to Shell, and the industry and providing updates and advice to team members of resulting impact (if any) on operations.

What we need from you

We are keen to speak with individuals who have the following:

  • Deep understanding of political environment, government affairs and policy advocacy, especially in Singapore; exposure to government affairs work outside of Singapore market is a plus.

  • Minimum 10 years' experience in government/government affairs, public policy, political & economic consultancy.

  • Degree in Law, Political Science, International Affairs, Public Policy or similar discipline. Post Graduate qualification is a plus.

  • Able to strategically navigate and network across government agencies, people and process.

  • Maintains a good standing and rapport with the government stakeholders and industry groups.

  • Strong and humble team player, able to collaborate effectively, drive results across multi-functional groups and work independently.

  • Good knowledge of regional/Asia politics, economics and trade issues.

  • Independent and proactive in operating in the region.

  • Able to adapt to changes in the region and advise stakeholders on impact and required actions.

  • Strong experience in handling sensitive and confidential matters with integrity and discretion.

  • Strong ability to maintain level-headedness in the event of crisis.

  • Ability to balance competing priorities and manage workload.

  • Experience in issues management, stakeholder analysis and engagement, management of non-technical risks that may impact Shell’s reputation.
