U.S. Air Force - Agency Wide INTELLIGENCE SPECIALIST in Schriever AFB, Colorado

The primary purpose of this position is to serve as a multi-source space intelligence analyst engaging in the complex technical analysis and production of information obtained and processed from one or more intelligence sources in support of space customer requirements. Provides/enables integrated intelligence, surveillance, and reconnaissance (ISR) capabilities. Responsibilities Serves as a multi-source space intelligence analyst on complex technical analysis and production. Situations/information analyzed and produced are not susceptible to generally accepted methods and requires the use of independent judgment and experience to develop new methods, approaches, and procedures. Performs analysis or leads teams/projects in intelligence production to support component, combatant command, and support agency planning and operations. Presents ISR capabilities to a variety of service, national, and coalition customers. Provides Commanders and other customers the space intelligence information and analysis derived from ISR assets to maximize their own forces' effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths Conducts complex analysis of multi-source intelligence in support of Space Defense. Evaluates both classified and unclassified information to understand adversary strengths, weaknesses, and centers of gravity. Conducts complex research, evaluates, analyzes and fuses multi-source information from all intelligence disciplines SIGINT, GEOINT, MASINT, HUMINT, and OSINT to satisfy a broad range of customer requirements. Manages space intelligence production. Manages space intelligence production to satisfy component, combatant command and support agency requirements. Uses a variety of intelligence production requirement tasking methods (email, phone call, COLISEUM, etc) and then builds production schedules to meet consumer demand. Applies independent judgment in balancing the operational need for accuracy and expediency in satisfying production objectives. Serves as a functional authority on ISR issues for NSDC leadership. Makes recommendations and defends to the Director and NSDC staff, decisions on operational policy matters; often required to make recommendations on committing Agency funds or resources impacting future capabilities. Represents NSDC in meetings with planners from other MAJCOMs, COCOMs, Air Staff, DoD, National Security Agency (NSA), Defense Intelligence Agency (DIA), National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA); Department of Homeland Security (DHS), and other national agencies. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments; knowledge of advance analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation; knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of space intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing space intelligence capabilities and space threat assessments to interpret policy and commit resources. 2. Knowledge of advanced analytical principles, concepts, and methods to produce detailed space analyses of complex information/situations attained from multiple sources, to include database manipulation. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. 4. Skill in conducting unbiased complex space research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. 3. Incumbent will be subject to a random counterintelligence (CI)-scope polygraph examination and psychological screening prior to gaining access and during the period of access to SAPs. All personnel must sign a SAP indoctrination agreement documenting this consent per AFI 16-701, para 1.4. Must satisfactorily pass such examination as a condition of employment. 4. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 5. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
