Empire State University seeks an Associate Vice President for Planning, Institutional Research, and Assessment (AVP) to lead the university's institutional research, strategic plan tracking, institutional assessment, reporting, and data governance efforts, as well as provide leadership in the Office of Academic Affairs for planning, budgeting, and strategic initiatives. The AVP will also serve as the Chief Data Officer to expand the use of BI/Analytics for institutional effectiveness. At the direction of the Provost and Executive Vice President for Academic Affairs, the AVP will lead an engaged and collaborative team that promotes data- and evidence-informed decision-making. In addition, the AVP will develop and sustain a robust system for communicating critical data to appropriate stakeholders, facilitating effective presentation of data, and supporting the university's accreditation and strategic budgeting processes. The successful candidate will balance technical expertise with strong leadership and communication skills and develop a framework for the pursuit and documentation of continuous improvement across offices at the university. The AVP will also be responsible for regional and specialized assessment activities and will directly supervise professional and support positions within the Decision Support, Institutional Research, and Assessment office.

Major responsibilities include:

  • Provide strategic leadership for developing and implementing the university's decision support system and data-informed initiatives.

  • Collaborate with internal and external stakeholders to enhance student access and success, aligning with strategic plans and goals.

  • Lead partnerships with national organizations to advance innovation and enhance the university's reputation.

  • Design and conduct research studies on management and policy issues, providing analysis and recommendations.

  • Develop university policies and procedures for student data, institutional effectiveness, and compliance.

  • Analyze the impact of policies on university operations and provide guidance to the administration.

  • Oversee relations with the Middle States Commission on Higher Education (MSCHE) and other discipline-specific accreditors.

  • Oversee budget management for Decision Support, Institutional Research, and Assessment.

  • Lead and manage projects within the Office of Academic Affairs, ensuring they are completed on time and within budget.

  • Collaborate with deans, faculty, and staff to define project scope, goals, and deliverables.

  • Collaborate with the CIO to establish a robust data governance program.

  • Monitor and report on project progress to senior leadership and stakeholders.

  • Serve as a liaison for data communication with various university offices.

  • Support data privacy functions and compliance as needed.

  • Participate in legislative sessions and reporting requirements.

  • Promote a culture of collaboration, innovation, and continuous improvement within the Office of Academic Affairs.

  • Additional duties as assigned by the Provost and Executive Vice President for Academic Affairs

    Job Requirements:

Required Qualifications:

Incumbents must possess a proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. Applicants must have excellent oral and written communication skills and robust information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams, etc.) Incumbents are required to have:

  • A master's degree from an accredited institution.

  • A minimum of 7-10 years' experience in higher education administration or related complex organizations.

  • Demonstrated success leading, managing, and/or representing an Institutional Research and Assessment office or an equivalent entity.

  • Demonstrated experience effectively communicating with data visualization and data analysis.

  • A proven track record of supervising staff in an Institutional Research or a similar office within a higher education institution or a related complex organization.

Preferred Qualifications:

  • An earned doctorate from an accredited institution in data analytics, data science, mathematics, higher education, or a related field is preferred.

  • Demonstrated success designing, implementing, and leading a Decision Support System.

  • Demonstrated experience in data analysis and management tools such as Tableau, Power BI, SAS, SPSS, Python, Stata, and languages such as SQL.

  • Demonstrated ability to conduct policy analysis and to develop and implement strategy in complex organizational settings.

  • Demonstrated ability to conceptualize and carry out qualitative and quantitative research projects.

  • Evidence of understanding current issues and trends in higher education.

  • Demonstrated understanding of diversity, equity, and inclusion, especially in developing data tools and reports.

  • Excellent time management skills and the ability to work well under pressure while handling multiple, shifting, high, and competing priorities.

  • Ability to work with stakeholders at all levels of the university - both internal and external.

  • Ability to maintain confidentiality and professionalism.

Rank/Salary: Management-Confidential /$165,000 - $175,000, dependent on experience and qualifications.
