Project Overview

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program extends the BART system 16 miles from City of Fremont in Alameda Country through the cities of Milpitas, San Jose and Santa Clara in Santa Clara County.

Phase II (BSVII) of the project is an approximately six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Position Summary

The Requirements Manager is responsible for coordinating all elements concerning Requirements and Rail Standards to ensure consistent specification and subsequent achievement of design and construction and commissioning integrity is achieved throughout the multiple Contractors. Responsibilities

  • Establishing and maintaining the Project Requirements.

  • Ensure all contractual documentation, federal, state, local statutes, regulations, permit constraints, derived requirements, 3rd party requirements, hazard analysis results, etc., is conducted to parse and identify requirements applicable to the project.

  • Analyze, clarify, consolidate, and develop all the applicable functional and performance requirements (operability, signaling, regulations, standards etc.).

  • Establish a Requirements Management Plan for the Project and implement in accordance with the associated requirements.

  • Ensure that robust requirements management process is undertaken by the Contractors and identify any risks in the design of the operational railway.

  • Ensuring the Requirements are allocated to the various Contractors.

  • Establishing and maintaining a Requirements Compliance Matrix.

  • Establishing and maintaining the Project Standards Baseline.

  • Reviewing and recommending actions on Standards non-compliance requests.

  • Coordinating with contractor sub-system requirement specifications to be distributed to the sub-system suppliers.

  • Close liaison with the different stakeholders regarding the use of our Requirements Management tool.

  • Creation, maintenance, and dashboard reporting of the status of Requirements be tracked, validated and verified across the Project.

Qualifications and Skills

Basic Qualifactions

  • Bachelor Degree from an accredited university or Minimum of 15 years’ experience working in the rail industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience.

Additional Qualifications

  • Experience of implementing requirements in major rail projects.

  • Experienced user of Requirements Management tools tools (i.e. Innoslate, DOORS NG, etc.).

  • Experience of technical engineering and interface management within a rail project.

  • Experience of reading and understanding of contractual technical requirements.

  • Ability to adopt a systems engineering approach to design management via requirements capture and management including validation and verification.

  • Proven experience in a requirements management role with a focus on satisfying rail safety standards.

  • Has in-depth knowledge of Federal Code of Regulations risk analysis requirements for System Safety and Security.

  • Has an appreciation of AREMA standards pertaining to civil infrastructure, rail systems and engineering safety.

  • Has an appreciation knowledge of NPFA 130 for designing infrastructure for Transit System Guideways and Stations.

  • Possess knowledge of testing, commissioning and start-up of rail systems and handover to transit authorities.

  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.

  • A firm understanding of rail engineering procedures, principles, and concepts.

  • Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).

  • Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.

  • Computer skills (including Excel, Word, PowerPoint).
