PeopleSoft Principal Business Analyst - Office of the Controller, Systems Division (1054) 

Hybrid Workplace:

Our workplace has a hybrid/flexible weekly schedule, where colleagues work 1 day onsite (in the San Francisco office) and 4 days from home, subject to periodic review and approval.

Systems Division of the Controller’s Office:

The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems.  Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications.  The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

Essential duties will vary based on assignment of Supervision, Project Leader, and/or Expert. 

When assigned to the Supervision specialty, essential duties include but are not limited to:

  1. May supervise, assign, review and participate in the work of Business Analysts, Programmer Analysts, technical, clerical and other functional staff in the assigned work unit.

  2. Ensure that appropriate policies and procedures are followed by subordinates; review and recommend a variety of personnel actions in such areas as performance evaluation, training, selection and disciplinary measures.

  3. Analyze and recommend procedures consistent with departmental directives and policy regulations that are developed by higher-level management staff.

  4. Analyze and resolve complex system problems; develop and implement modification as necessary; prepare special reports; maintain records of system documentation.

  5. Consult on special requests for information and reports; participate in audits, integrated reviews and improvement studies, and quality control reviews.

  6. Monitor, coordinate and assist in developing the assigned work unit budget.

  7. Provide advice and recommendations to meet user needs.

  8. Coordinate system related activities with other departments for multi-departmental system projects.

  9. Manage complex systems; lead and schedule multiple projects; plan, analyze and develop new systems; develop enhancements to systems; analyze procedures; develop conversion plans; move data from one system to another; provide user training.

  10. Review plans for software, hardware and telecommunications equipment and services; prepare specifications; oversee request for proposal process.

  11. Develop annual MIS plans, including budgeting, configuring, and purchasing hard and software.

  12. Monitor and review work in progress, providing technical assistance and guidance.

  13. Manage and monitor progress of contractors and vendors; facilitate contract payments; participate in the request for proposal process and re-negotiate amendments; resolve problems.

  14. Manage and design the structure and growth of computer and telecommunications systems and networking; design, develop and implement new systems to support departmental activities; set scope, boundaries and objectives for system functions interfaces based on departmental needs.

  15. Attend meetings as needed; represent unit on committees.

When assigned to the Project Leader specialty, essential duties include but are not limited to:

  1. May coordinate a team of workers which may include professional, technical and/or clerical staff within the assigned work unit or jointly with other units.

  2. Analyze and evaluate existing complex systems for cost effective and efficient operation and recommend modifications; prepare feasibility studies; monitor technical design in relation to system changes; gather requirements and general information regarding users’ business needs relating to new developments or enhancements.

  3. Identify opportunities for improving business processes through automation; prepare proposals to develop new systems or enhancements to existing systems, conduct feasibility studies.

  4. Determine allocation of resources and installation schedules; prepare feasibility studies; determine operating characteristics and requirements; monitor and report progress of work.

  5. Assure proper planning, engineering, documentation, installation and testing of systems to meet end user requirements; manage system maintenance activities.

  6. Prepare budgetary cost estimates and develop project implementation proposals, documentation and scheduling; write technical specifications and requests for proposals.

  7. Assure coordination and intra-network compatibility; assist with integration of manual and automated system procedures.

  8. Coordinate multi-vendor support for the technical and administrative resolution of network troubleshooting problems.

  9. Recommend contractor selection, may review contractor and vendor billings; monitor and evaluate quality of contractor/consultant products and services; coordinate interactions and activities of vendors.

  10. Analyze regulatory rules and regulatory issues for their impact on current operations.

  11. Provide technical support services to other agencies and departments.

  12. Develop training exercises for subordinate staff and maintain technical education; may coordinate and/or present training classes.

  13. Create work plans and monitor progress of project tasks; review staff work and train staff relating to the project work.

  14. Create and document long-term strategies for project related information systems operations; translate business needs into IS directions; identify new information systems technology opportunities; may prepare and present long-term plans.

  15. Research, analyze and select hardware and software products.

  16. May oversee certain project related production functions.

  17. Monitor project related work schedules and completion dates.

  18. Coordinate and/or attend project team meetings and user meetings.

When assigned to the Expert specialty, essential duties include but are not limited to:

  1. Optimize system designs through review and analysis of user needs; customize systems through design and administration.

  2. Identify opportunities for improvements in business processes through automation; make recommendations for new procedures and applications.

  3. Analyze the feasibility of 'and develop requirements for new systems and enhancements to existing systems; prepare cost estimates and schedules for modifications; set scope, boundaries and objectives for system' functions and interfaces based on departmental needs.

  4. Design, develop and implement new systems to support departmental activities.

  5. Define system requirements; design, code, test and debug systems; train users on new applications.

  6. Develop or modify system design: write detailed design specifications.

  7. Provide advice on the functionality of new programs and compatibility of modifications to ensure user needs are met.

  8. Evaluate software and hardware products on multiple platforms; make recommendations for compatibility, based on user requirements and systems analysis.

  9. Provide analysis and technical support for highly complex systems; troubleshoot systems problems; implement solutions.

  10. Support and maintain highly technical systems or networks; analyze and evaluate systems for cost effective and efficient performance; recommend modifications.

  11. Coordinate the efforts of analysts, engineers and operators in the implementation of projects spanning multiple systems and sites; multiple platforms.

  12. Manage and monitor the progress of contractors and vendors; resolve problems.

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

License and Certification:

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience with PeopleSoft Human Capital Management (HCM), PeopleSoft Financials & Supply Chain Management (FSCM) modules, and/or PeopleSoft Enterprise Learning Management (ELM); version 9.2 or higher.

  • Experience with other Enterprise Resource Planning (ERP) systems or HR-specific systems.

  • Experience with Oracle Business Intelligence Enterprise Edition (OBIEE) or similar data warehouse system.

  • Professional IS Business Analyst work experience and/or management in the Public Sector (Government or Nonprofit).

  • Experience preparing and maintaining user training materials and conducting online user trainings and oral presentations .

  • Experience with service request and incident management procedures in an Information Technology Service Management (ITSM) ticketing/service desk application .

  • Proven ability to interact skillfully and tactfully with all levels of staff and management.

  • Project Management Certification or demonstrated experience in project management (applies to “Project Leader” specialty assignment).

  • Demonstrated strong analytical, planning, and organizational skills and abilities.

  • Experience diagramming business process flows, including roles, responsibilities, policies and business requirements.

  • Experience linking business processes with the setup and business rules of the PeopleSoft system.

  • Understanding of the processes and methods employed to perform requirements gathering, fit/gap analysis, and test planning; defining and implementing application configuration settings.

  • Experience cleaning and verifying data during conversion.

  • Experience performing complex data analysis.

  • Experience leading project teams by assisting department managers on transition plans for re-engineered business processes.

  • Experience collaborating with internal teams to develop functional and technical designs.

  • Experience developing test plans, conducting testing, design, and development of external interfaces.

  • Experience developing, documenting and testing security roles and permissions based on business process requirements.

  • Experience identifying, managing, escalating and resolving issues and risks related to development requests, functional design approach, implementation, requirements and/or scheduling.

  • Experience keeping functional documentation up-to-date and developing documentation for standards through feedback and updates received from the technical team.

  • Experience supervising support resources, including recruiting, hiring, setting performance goals and writing reviews for subordinate staff (applies to “Supervision” specialty).

Selection Procedures:

Minimum Qualification Preliminary Questionnaire (Weight: Qualifying) Candidates will be required to complete a Questionnaire as part of the employment application. The questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications. 

Supplemental Examination (Weight: 100%)

Candidates who meet the minimum qualifications will be emailed a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position.  All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
