Summary This position is located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs, San Francisco Regional Office. The duty location for this position is in San Francisco, CA and is not eligible for remote work. Responsibilities This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As an Administrative Officer, you will provide advice and assistance on administrative management areas such as budget, personnel management, travel management, and other related matters. Your major duties and responsibilities may include: Coordinating budgetary and fiscal matters and developing operations policies and procedures to improve financial management within the Regional Office. Preparing and monitoring the annual travel budget for the region and advising Regional Office staff on travel regulations and procedures. Serving as a regional human resources liaison, advising on personnel needs and implementation of personnel requirements. Representing and advising the Regional Administrator regarding courses of action on matters pertaining to administrative functions. Arranging a variety of administrative services such as equipment repair, telephone and electrical installations, space alterations and space allocation, property management; printing and procurement of supplies. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting in the planning, formulation and/or execution of organizational budgets. AND Coordinating procurement, property, and space management functions. OR 2. Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position. OR 3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis: Participating in the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets. AND Planning and executing logistics for office moves. OR 2. Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position. OR 3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. FEDERAL TRAVEL MANAGEMENT - Assists travelers and travel planners in interpreting and applying federal travel regulations, policies, and procedures. HUMAN RESOURCES MANAGEMENT - Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules, and regulations.
