Currently, ManTech is seeking a motivated career and customer-oriented Systems Engineer- Performance Improvement III in San, Antonio, TX. Please note that while this position does sit in TX, the work can be done from any ManTech approved facility in the United States.

The Systems Engineer- Performance Improvement's primary function is to evaluate and assess systems to determine how well they perform their intended functions or outcomes to support the implementation of new technologies. They apply their expertise to military command, control, communications, computers, cyber defense, and combat systems and intelligence, surveillance, and reconnaissance (C6ISR) systems and information technology (IT) systems or operations. This is a senior role with extensive experience improving the effectiveness of C6ISR and other IT systems and operations.

Performance shall include:

  • Complete onsite evaluations and inspect systems to measure, assess, and evaluate their internal operations’ existing performance metrics to targeted benchmarks or standards.

  • Identify deficiencies or areas of weakness and summarize their findings in reports.

  • Develop Performance Measurement Frameworks, including key performance indicators (KPI), technical performance measures (TPM), measures of performance (MOP), measures of effectiveness (MOE), goals, user productivity, and operational efficiencies and analyze the performance of a system or product against these measures, adapting their approach and framework appropriately and in line with any changes.

  • Develop a strategy for improving the overall performance and productivity of a system.

  • Understand quantitative analyses, data analytics, and mathematical models.

  • This position may require 20% to 30% domestic and international travel.

  • Supervise and mentor subordinate project and team ManTech staff.

Required Education and Experience:

  • A Bachelor's degree in Computer Engineering, Computer Science, or any related discipline.

  • 5 years of broad experience across the systems engineering lifecycle, including multiple lifecycles.

  • 2 years of systems engineering experience, with an understanding of the full lifecycle.

  • 4 years of experience leading systems-level analysis, requirements generation, integrating computer hardware/software development and software systems engineering, and modeling and simulation.

  • A High School Diploma and 13 years of experience or an Associates and 11 years of experience will be accepted in lieu of a Degree.

  • A candidate holding a relevant Master’s degree may be granted 2 years’ experience credit for that extra education. A candidate holding a relevant PhD degree may be granted 4 years’ experience credit for that extra education.

Desired Education and Experience:

  • A Master’s degree in Systems Engineering, Computer Science, Engineering, Electrical Engineering, or a related IT or engineering discipline.

  • Object Management Group (OMG) Certified Systems Modeling Professional (OCSMP) Model User (MU) certification or higher.

  • Experience hosting cloud-based and hybrid cloud/on-premises network solutions (e.g., Amazon Web Services (AWS), Microsoft Azure, Google Cloud platform, IBM cloud).

  • Experience designing and developing cloud-native scalability and distributed applications that leverage microservice architecture.

  • 9 years of experience supporting Federal Government space system programs, regulations, rules, and governance-related research and development.

Security Clearance:

  • Secret Clearance is required.

Physical Requirements:

  • Must be able to remain in a stationary position 50%.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.

  • Frequently communicates with co-workers, management and customers, which may involve delivering presentations.

  • Must be able to exchange accurate information in these situations.
