Leidos serves the USAF AFLCMC/HNCD Organization in the advancement of next generation capabilities for USAF Defensive Cyber Weapon Systems that benefit the 16th Air Force overall with technology that improves operational capabilities in the Cyber Warfighting domain.

The PMO for the USAF Defensive Cyber Weapon Systems is located at Lackland AFB in San Antonio, TX. This position is located near Lackland Air Force Base.

The Leidos Digital Modernization sector is seeking a highly qualified candidate for the overall DevSecOps Engineer position for the Integrated Defensive Cyber Systems Contract. This contract requires an ability to gain a TS/SCI clearane within 90 days of start date.; all work is onsite in San Antonio. This position requires certifications corresponding to IAT Level II.

This candidate will guide and supervise a team of Leidos and subcontractor software developers to provide software capabilities for Air Force defensive cyber. This includes but not limited to developing the DEVOPS environment, establishing a CI/CD pipeline, using Agile business processes to coordinate software developers with their end users.

This candidate should have commercial (non-DoD) experience creating a DEVSECOPS pipeline and be prepared to lead and supervise a team of software developers familiar with an extended waterfall DoD software development process and drive the change into a modern agile software development process.

Primary Responsibilities:

  • Provide experience-based thought influence to the AFLCMC/HNCD Organization on Operational needs, platform capabilities and overall improved delivery effectiveness of USAF Defensive Cyber Weapon Systems.

  • Review existing CI/CD pipeline, review DoD DevSecOps Reference Architecture Design, and develop plan of action and milestones (POAM) to transition Air Force Defensive Cyber team to new CI/CD pipeline that moves Air Force out of the traditional DoD waterfall process and into agile / rapid delivery while still meeting standards of Platform One Continuous ATO process.

  • Build and lead the continuous integration and continuous delivery of our diverse suite of software products by applying best practices for infrastructure provisioning, configuration and automated software deployments.

  • Develop migration solutions to move content (source code, artifacts, tracking tickets, documentation, CI/CD pipelines, etc.) to other environments and/or tools.

  • Ability to take high level requirements from users, hardware engineers and program management and break the work down into smaller tasks for the team.

  • Provide technical direction to software developers to include technical development, and testing, reviewing and examining code.

  • Provide direction and mentorship to transition a team away from a traditional DoD waterfall process and into a modern agile software development process.

  • Provide specific technical recommendations in reply to both commercial and DoD cyber intelligence.

  • Provide direction to perform security remediation as needed from scans.

  • Must at all times be a role model to subordinate employees, be a workforce motivator, and be a provider of constructive criticism.

Basic Qualifications:

  • Bachelors in computer science with 12+ years of applicable experience or Masters with 10+ years of applicable experience in a relevant field, additional experience may be considered in lieu of degree.

  • Demonstrated Experience with Agile and DevSecOps concepts and best practices, including creating new CI/CD toolchains, methodologies and workflows in a commercial (non-DoD) environment.

  • Experience developing and managing CI/CD pipelines, including using team collaboration suites (e.g. Jira, Confluence), hardened container images, IaC/CaC, and open source orchestration and automation technologies.

  • Experience with Kubernetes.

  • Fundamental background with software design patterns and programming languages.

  • Excellent problem solving and analysis skills.

  • Self-starter that is able to work objectively while possessing the communication skills to work effectively with software development teams and customers.

  • Excellent interpersonal, verbal and written communication skills.

  • Ability to complete tasking independently with minimal direct supervision.

  • Ability to work and collaborate effectively within a multi-disciplined engineering team.

  • Ability to support program execution in classified environment.

  • Willing to travel up to 10% to support operational requirements.

  • Current IAT Level II certification or higher, or able to obtain certification within 90 days of start.

  • 4+ years of experience supervising or leading teams or projects.

  • Must be able to obtain a DoD Top Secret/SCI clearance within 90 days of start.

Preferred Qualifications:

  • Familiarity implementing and supporting software factories using USAF's Platform One services.

  • Familiarity with the CVA/Hunt Cyber Weapon System and associated platforms.

  • Familiarity with the needs of the Operational community of the CVA/Hunt Cyber Weapon System.

  • Experience with Linux and Windows operating systems, network administration, and networking protocols/functions (e.g., HTTP, HTTPS, SSL/TLS, SMTP, DNS)

  • Experience provisioning and managing resources within IaaS/Cloud infrastructures (e.g., Azure, AWS, Google Cloud Platform, etc.)

  • Experience with container technologies such as Docker and container orchestration tools like Kubernetes

  • Experience with GitOps tools like Terraform, CloudFormation, Chef, Puppet, Ansible or similar technologies

  • Familiarity with DoD Risk Management Framework (RMF) and technical requirements to meet DoD accreditation.

  • Experience with SaFE or similar methods of managing multiple agile teams.

Pay Range:

Pay Range $122,200.00 - $220,900.00
