Summary The Utah Reclamation Mitigation and Conservation Commission (URMCC) is seeking interested internal candidates to be considered for a professional development opportunity! This opportunity is for a detail or temporary promotion, not to exceed 6 months, and maybe converted permanently without further competition . Location - Salt Lake City, Utah http://https://slchamber.com/ Responsibilities Administer, coordinate, and provide oversight for assigned projects and activities associated with implementation of programs and measures identified in the CUPCA affecting the wetland, riverine, riparian and terrestrial ecosystems and related wildlife and vegetation. Coordinate and facilitate the Title II and Title III activities of CUPCA related to reviews, approvals, fact finding, collection, and documentation of information needed for successful completion of the work plans and project coordination, incorporating ecosystem-based objectives. Participate in the development and implementation of Mitigation and Conservation Plans (MCP), annual reports, and similar public-facing information. Review and comment on plans, studies, reports, and compliance documents submitted by other agencies and organizations and makes recommendations to ensure that these submittals represent the interests and comply with the policies of the Commission and reflect sound resource management principles. To be eligible for a temporary promotion, applicants must meet the minimum qualifications requirements outlined below, to include Time-In-Grade restrictions. Applicants that do not meet the requirements for a temporary promotion may be detailed into this position with no change in pay grade. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than 1 year, are required to meet the time-in-grade restriction of 1 year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Supervisory Endorsement: Current Bureau of Reclamation employees must supply proof of current supervisory endorsement to be considered for this opportunity. CERTIFICATION - Certification is required to serve as a Contracting Officer's Representative as articulated in the DOI Acquisition, Assistance, and Asset Policy (DOI-AAAP) 0051, Federal Acquisition Certification and Programs Policy. Specific training is required to serve as a Grants Officer's Technical Representative as articulated in applicable DOI and BOR Manuals. Must obtain and maintain within 1 year of hire date. Qualifications Applicants currently at the GS-13 may apply to be detailed into this position. Applicants currently at the GS-12 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of meeting the Basic Education Requirement and Specialized Experience. Basic Education Requirements: A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic qualification requirement the HR Office must be able to determine that you meet the education and or specialized experience requirement - this information must be clearly supported in the resume. In addition to meeting the Basic requirement, you must also meet the Specialized Experience. Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service demonstrating one year of experience in two or more of the following: Communication (writing, group discussions, oral presentations, use of AV tools for presentations) including drafting reports, plans, agreements, scopes of work for contracts, briefings, white papers, and presentations to a variety of public and private groups; Interpreting and/or implementing policies, procedures, and guidance applicable to an agency's function and programs such as Endangered Species Act, National Environmental Policy Act, Fish and Wildlife Coordination Act, Clean Water Act, or similar; Administration and management of planning, coordinating and implementing projects including agreement and/or contract oversight of mitigation or conservation projects, including extensive work with project partners and cooperators; Providing technical expertise and determining agency standards for storing and displaying GIS-based information for mitigation and conservation projects, including preparation of maps, images, and text for project support, to include coordination with other agencies and groups. Education This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. You will be required to provide official college transcripts to verify educational qualifications, if selected.
