Summary About the Position: This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment, or change to lower grade. The NH-03 band encompasses grades GS-12 and GS-13 under the General Schedule (GS) system. Responsibilities Serves as Construction Area Engineer, Admin Contracting Officer (ACO), and Auth Representative of the Contracting Officer on all construction work, public relations and flood fighting activities under the jurisdiction of the assigned Area Office. Oversees construction for a variety of contracts at various locations within the two-state area (Missouri and Illinois). Oversees and directs the work of construction quality assurance and contract administration activities to assigned construction projects involving a large variety of structures and facilities. Typical projects include: major flood protection and rehabilitation projects, navigation projects and rehabilitation, operation/maintenance and recreation projects, asbestos and HTRW clean-up projects, and environmental management projects. Supervises a team of Engineers, Quality Assurance Reps, and Civil Techs. Ensures that contract work, materials, etc. are in strict compliance with plans, drawings and specifications. Makes decisions concerning interpretation of specifications, payments to contractor, and approval drawings. Outlines and explains corrective action required where deficiencies are noted. Makes recommendations for resolution when necessary. Reviews and approves contractors' transmittals, shop drawings, and certifications to determine compliance with plans and specifications. Reviews contractors' proposed variations of design and alternatives to ensure that the design intent and objectives are met and that there are no impacts on other electrical, mechanical, or structural features of the construction project. Maintains close contact with local officials, state officials, civic group, and outside agencies. Ensures that all pertinent personnel both in and outside the District are kept abreast of construction progress and or any problems. Basic Qualifications Basic Qualifications for Engineering Positions: Civil Engineer, General Engineer, Environmental Engineer, Mechanical Engineer, Electrical Engineer Basic Qualifications for Architect In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing technical oversight on construction, environmental, and/or civil works projects such as interpreting plans and specifications, inspection of construction operations, providing technical review of construction submittals, or making decisions of a contractual or technical nature; and supervision, leadership, or working with and/or directing teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Contract Management Leadership Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 Years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
