Job Description and Duties

Under the general direction of a Branch Manager of the Energy Assessments Division (EAD), a Program and Project Supervisor serves as the highest-level resource specialist and performs difficult technical work relating to public utilities along with a variety of supervisory, program evaluation, planning, policy analyses, and formulation activities including technical review and feedback to Unit staff on written work products. The incumbent leads, supervises, and directs a multi-disciplinary team working on a variety of technical and analytical tasks related to their Unit’s subject matter areas. Incumbents work to provide a positive working environment for that team. The incumbent also confers with and assists the Branch Manager, Executive Leadership, and Commissioner leadership on policies and objectives and coordinates the work of the section with other sections of the EAD. In addition, the incumbent represents and supports the EAD and California Energy Commission (CEC) in meetings, briefings, conferences, and workshops, engaging other agencies, the Legislature, companies, research organizations, communities, and other stakeholders. The incumbent participates in investigations and hearings and testifies as an expert witness in proceedings before the CEC and courts; and prepares correspondence and reports. The Sector Modeling Unit within the Demand Analysis Branch is responsible for residential, commercial, industrial, and agricultural energy demand modeling for the California Energy Demand Forecast and sector modeling for long-term demand scenarios in support of SB 100. Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. Work hours beyond the eight-hour workday or forty-hour workweek may at times be required. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    1) Familiarity with forecasting methods including econometric / regression modeling techniques and end use modeling. Familiarity with energy related analysis, a broad understanding of the state’s energy policies, and their impact on energy demand and the state’s electricity system. 2) Experience in supervising a technical program or other analytic function, especially in times of organizational change. 3) Ability to supervise and coordinate the work of a team of technical specialists with at times varying priorities and to lead them toward the production of timely, quality work products. 4) Solid experience with project management techniques. 5) Proficiency on a personal computer and experience with programing/coding in Python, R, SAS, or similar programs, and experience with spreadsheet and/or database software, such as Microsoft Excel. 6) Ability to build a team and direct, motivate, and earn the respect of staff. 7) Ability to manage and resolve conflict, and to productively collaborate and exchange ideas with individuals whose analysis may represent difficult conclusions or contrary opinion. 8) Ability to professionally represent the Division in meetings and/or workshops with agencies, interest groups/public as well as public meetings, conferences, and hearings. 9) Ability to effectively write, review, and edit technical program information. Ability to gather, compile, analyze, interpret and communicate written and numerical research data.
