THE POSITION

Douglas County Solid Waste

Full time position available with competitive full-family benefit package.

PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

This position is eligible for representation by the TEAMSTERS LOCAL UNION No. 223

Job Summary:

This position performs duties necessary to conduct water quality monitoring and sampling at the Roseburg Landfill Water Treatment facility. Incumbent collects, monitors, tests, and makes adjustments needed in accordance with local, state and federal regulations to maintain operational functions of the landfill water treatment facility, including maintaining accurate logs and recordkeeping

Essential Functions:

  • Conduct water sampling and testing of facility’s leachate treated water sources (indoor and outdoor) using standard methods; adjust chemicals to meet regulatory standards.

  • Operate, monitor, and maintain the water treatment facility and related functions and performance of the treatment plant; calibrate and adjust equipment; repair and/or coordinate equipment repairs as needed.

  • Monitor, maintain, and record data on manual and electronic water flow and/or quality control measurement equipment.

  • Construct, maintain, and operate leachate abatement and treatment systems. Monitor and/or make adjustments in compliance with DEQ and EPA permit requirements.

  • Maintain logs, records, and other data collection information; work with consultants, vendors, inspectors, and other authorized personnel.

  • Maintain and service water quality testing and analytical equipment. Monitor performance of SCADA system and effect changes as needed.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

  • Associates degree or higher in water quality, wastewater treatment operations, engineering, or other related field, plus at least one year work-related experience.

  • At least three years’ relevant work experience in wastewater treatment.

Required:

  • At time of appointment must possess a current Wastewater Treatment Level 1 certification. Consideration may be given to individuals able to obtain their Wastewater Treatment Level 1 certification within 90 days of hire.

  • At time of appointment, must possess valid Oregon Drivers License

  • Regular and consistent attendance

    Desirable qualifications:

  • Valid Oregon Class A commercial driver’s license with tank and air brake endorsements.

    Knowledge of:Considerable knowledge of the principles of water chemistry; reasonable knowledge of hydraulics, physics, electricity, and mechanical equipment; reasonable knowledge of standard laboratory procedures and analysis; reasonable knowledge of basic gas laws, toxicity, specific gravity; reasonable knowledge of mathematics including algebra, trigonometry, and geometry.Skill in:Use and operation of testing equipment.Ability to:Communicate effectively in both oral and written forms; prepare and maintain reports, records, and statistical data; estimate time and materials and manage time efficiently; analyze results of tests performed and make decisions independently in accordance with established policies, rules, and regulations; use initiative and judgment in completing tasks and responsibilities; utilize problem identification and resolution techniques; courteously meet and deal effectively with other employees, public agencies, contractors, engineers, consultants, vendors, and the public.

SCREENING & EVALUATION

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
