    WHAT YOU'LL BE DOING:

  • Establishing administrative policies, procedures, and controls for the RRS Program. These are implemented and reviewed regularly to promote the orderly and efficient management of the Program.

  • Instituting and maintaining order, enforcing discipline, preserving the health and safety of our residents. Also, overseeing residents' rehab care and planning.

  • Administering the Work Therapy Program, Recreational Therapy Program, Athletic Program, and Substance Abuse Recovery Program.

  • Ensuring residents are in billing compliance with the monthly program fees based upon agency regulatory guidelines.

  • Complying with state and Federal VA regulations and requirements in order for the State to receive the VA Per Diem revenue reimbursements.

This is accomplished through our: Office of Advocacy and Assistance, Residential Facility, Healthcare Center, and Cemetery and Burial Services.

    The Residential Facility (https://portal.ct.gov/dva/pages/residential-facility) provides veterans with a continuum of wrap around rehabilitation services and programs, within a community living environment. Residential Staff, consisting of Social Workers, Residential Workers, a Vocational Rehabilitation Coordinator, and a Therapeutic Recreation Therapist assist each Veteran Resident in developing an individualized plan, which outlines their goals and objectives to successfully return to independent living.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Veterans Affairs, Veterans Residential Facility this class is accountable for directing the implementation, operation and management of programs and services.

    EXAMPLES OF DUTIES

  • Directs staff and operations of the Veterans Residential Facility;

  • Coordinates, plans and manages all aspects of residential rehabilitation program and services to ensure domicile operated in safe, comfortable and rehabilitative manner;

  • Formulates program goals and objectives;

  • Develops or assists in development of related policy including patient worker program;

  • Interprets and administers pertinent laws;

  • Supervises and evaluates staff including social workers, counselors and food services management;

  • Prepares and administers division budget;

  • Oversees and enforces disciplinary system for domicile patients;

  • Meets with veteran service organizations to coordinate input into facility programs;

  • Responsible for developing and coordinating rehabilitation programs on and off-campus including educational programs, job-training programs, life-skills classes and recreational and/or athletic opportunities through use of internal and external resources to facilitate movement of veterans to independence;

  • Directs admission processing;

  • Oversees food service operations and on-campus patient worker programs;

  • Oversees arrangements for clinical and diagnostic evaluations;

  • Ensures administration of substance abuse and random drug-testing programs for all residents;

  • Plans and implements functions such as counseling and job placement services, job fairs and graduations;

  • Ensures residents receive Social Security and Veteran’s Aid benefits;

  • Coordinates arrangements for burial services and expenses including disposition of estates and appointment of conservators;

  • Provides liaison with media, assists in developing programs to improve public and community relations and makes presentations concerning various veterans’ programs;

  • Prepares reports;

  • Writes grant proposals;

  • Leads the recruitment and hiring of staff, including outreach, interview and selection;

  • May confer with doctors to ensure provision of appropriate medical services for residents;

  • May counsel patients on personal financial and employment issues;

  • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten years of professional experience in administration of a large or complex organization and/or program(s) that serves a diverse client base in a government, military, business management or institutional environment.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for implementing rehabilitation programs in a residential setting with some experience in veterans’ services.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in business or public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

  • Experience leading a program that serves clients with social, economic, and addiction needs.

  • Experience managing and evaluating staff in multiple positions.

  • Experience implementing rehabilitative programs and services for individuals.

  • Experience managing within a 24/7 operation.

  • Experience assisting Veterans with services and resources.
