GENERAL PURPOSE:

Administers the Health Program including Health Care, Dental, FSA, HSA and Retiree benefits, supervises, trains, monitors and coordinates the work of Human Resources Representative I and Sr Human Resources Assistant positions; manages recordkeeper responsibilities; oversees auditing efforts, evaluates and makes recommendations for improvements in procedures; coordinates communications efforts to ensure compliance and effective communication to faculty, staff and retirees; counsels University staff, faculty and supervisors concerning University benefit programs.

RESPONSIBILITIES:

  • Functional supervision of the Benefits Specialist I position(s) and Benefits Assistant III position(s); responsible for training, monitoring, counseling assigning, coordinating and checking the work of the Benefits Specialist I position(s) and Benefits Assistant III position(s) for completeness and accuracy. Responsible for the oversight of HR Assistant processing benefit enrollment forms, customer service, and knowledge of processes/changes to plans.

  • Maintains statistics for the Health Care area as well as data accuracy through consistent audit practice. Monitors and/or maintains vendor relationship. Initiates and maintains forms and records relating to health plan enrollments. Assigned project work including current process review and new process implementation.

  • Prepare and maintain communication materials for area, including plan documents, SPDs, employee/retiree mailings, etc. Prepare special reports, including recommendations for accommodation of individual problems or adjustment. Observes operation of Health Program and reactions of individuals to it. Observes and makes recommendations for improvements in benefits, policies and procedures.

  • Counsels all levels of faculty, staff and retirees as to the University’s benefit plans and practices, and related problems. Acts as second level resolution for complex employee issues/concerns. Research, resolve, and respond to issues/problems/correspondence affecting faculty, staff and retirees’ Health Program benefits. Communicate with vendor or other internal departments in resolution of problems

  • Other duties as assigned, including but not limited to Open Enrollment related projects/tasks.

QUALIFICATIONS:

  • Bachelor's degree in Business Administration, Accounting, Human Resources Administration or related field required

  • 2 years of relevant experience, including 1 year of experience in benefits and insurance required

  • or equivalent combination of education and experience required

  • Education in health insurance, life insurance, 403(b) retirement programs, taxation preferred

  • Knowledgeable with Microsoft Suite, virtual collaboration tools (Zoom, Box); Adobe, etc. preferred

  • Ability to effectively communicate and interact, both orally and in writing, with people across diverse backgrounds and cultures preferred

Pay Range

Pay Range: $26.35 - $36.90 Hourly

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
