U.S. Army Central Supervisory Management Analyst in Riyadh, Saudi Arabia

Summary About the Position: This position is located within the United States Military Training Mission (USMTM) on Al Nahkla Compound in downtown, Riyadh, Saudi Arabia. Al Nahkla compound is a high end resort with both living, working and recreational areas. There are activities including, gyms, swimming, pools and a tennis court, plus grocery, food and several retail service facilities. The weather can be hot and dry with extreme heat in the summer months and mild winters with little rain. Responsibilities Serves as Chief, Civilian Human Resources (HR) and consultant on a diverse, complex spectrum of human resources management functions. Serves as senior organizational and management analyst with responsibility for manpower civilian personnel management, management analysis, passport program management, equal employment opportunity and resolution practices for the organization. Responsible for planning, developing, and conducting management studies, performing review and analysis of major programs, and accomplishing the goals and objectives of assigned programs. Analyzes, evaluates, develops, advises on, and promotes the organization's Manpower, Human Resource, Training and Management Programs, which includes: (1) U.S. and Local National Human Resource Management; (2) Equal Employment Opportunity (EEO) and Alternate Dispute Resolution (ADR); (3) Training; (4) Employee Development; and (5) Employee Recognition and Retention. Manages the implementation of strategic action plans affecting changes in manpower authorizations and hiring and recruitment of civilian personnel. Supervises a group of U.S. Civilian and Local National employees engaged in civilian management and Human Capital analysis and civilian personnel functions. Manages the regional passport program for all Department of Defense (DoD) entities in the Kingdom of Saudi Arabia. Serves as system manager for time and attendance for the integrity of the Automated Time and Attendance and Production System (ATAAPS) for all USMTM GS employees and the equivalent Time and Attendance program for FN employees programs. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the GS-12 or equivalent in the Federal Service, which includes: 1) Analyze, evaluate, develop, advise on, direct, and promote an organization's Manpower program; and 2) Experience with Human Resources Program(s); and 3) Use computer civilian programs such as ATAAPS, DCPDS, AUTONOA, DPMAP, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Manages and Organizes Information Managing Human Resources Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 6 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. FULL-TIME U.S. CONUS HIRES ON A TRANSPORTATION AGREEMENT: Candidate hired from CONUS are authorized the following foreign allowances (subject to change without notice): 30% Post Allowance; 25% Post Differential; 25% Sunday Premium Pay for actual work performed on a Sunday; and Voluntary or Involuntary Separate Maintenance Allowance, if eligible; and 15 days of Home Leave. Work week is Sunday through Thursday. NOTE: These allowances are governed under the DSSR and subject to change with little or no notice.
