Amentum ICITAP KSA Training Project Coordinator in Riyadh, Saudi Arabia

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as a Training Project Coordinator in Riyadh, Kingdom of Saudi Arabia. The Training Project Coordinator serves as the project lead and works with a tourism centric law enforcement and security organization, Special Forces for Security and Protection (SFSP), in all aspects of training course development and implementation to include, institutionalizing curriculum reform, and organizational development.

JOB DUTIES AND RESPONSIBILITIES:

  • This position serves as a project lead under the guidance of the ICITAP Program Manager and Deputy Program Manager

  • Coordinate with other U.S. Government agencies and other governments and international donors providing law enforcement development assistance to the host nation police agencies and will work with these representatives to advance the goals and objectives of the program.

  • Develop comprehensive project plans, schedules, and resource allocation strategies.

  • Identify potential risks and develop mitigation plans to ensure successful project execution.

  • Lead and motivate cross-functional project teams, providing guidance, support, and direction as needed.

  • Conduct regular project meetings, status updates, and post-project reviews to evaluate performance and identify areas for improvement.

  • Proven knowledge of international policing models and institution building

  • Strategic planning and programmatic results reporting capabilities as outlined in the Office of Management and Budget’s (OMB’s) Program Assessment Rating Tool (PART) strategy.

  • Work closely with the ICITAP-KSA management team on the development, revision, and delivery of short, medium, and long-term timelines and benchmarks that provide a roadmap to the achievement of overall program goals and objectives.

  • Assist in the institutionalization of law enforcement development efforts within the host nation police in close collaboration with the ICITAP-KSA management team, Program of Technical Cooperation, and their host nation counterparts.

  • Provide timely and comprehensive oral and written reports on activities to the ICITAP-KSA Program Manager and/or Deputy Program Manager as may be required.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Master’s degree in education, instructional design, international studies, or a related discipline

  • State or Federal professional education certification

  • Demonstrated knowledge of tourism and/or community-oriented policing strategies

  • 15 years working in law enforcement training/education programs.

  • 5 years of education experience in the Middle East or Africa, with at least 3 years working with Arabic speaking countries

  • Proven knowledge of international policing models and institution building

  • Thorough understanding of tourism-oriented policing concepts and the implantation of these concepts

  • Demonstrated knowledge of best practices in curriculum design, adult learning principles, and effective assessment strategies

  • Knowledge of digital learning tools and the ability to select teaching methods appropriate for industry and audience.

  • Experience working with subject matter experts (SME) to develop accurate, relevant content, including demonstrated facilitation skills.

  • Strong written, presentation, and interpersonal communication skills

  • Ability to receive and incorporate feedback into course material from program leads, subject matter experts, students, and instructors.

  • Strong ability to manage, prioritize, and organize multiple tasks.

  • Must work proactively, and having experience in team collaboration and flexibility.

  • Clearable: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.

DESIRED QUALIFICATIONS:

  • Personable and open to different cultures

  • Minimum of seven years’ experience in international law enforcement development environments

  • Excellent oral and written skills

  • Ability to motivate and encourage others.

  • Proven knowledge of international policing models and institution building

  • 3-5 years’ experience developing technical curriculum and/or 3-5 years’ experience as an instructor.

  • Excellent computer skills including experience with computer-based training software and current E-Learning tools
