Pacific Northwest National Laboratory Deputy Director for Science and Technology (DDS&T) in Richland, Washington

Overview

The Deputy Director for Science and Technology (DDS&T) plays a critical role in ensuring the integration and alignment of PNNL's Science and Technology (S&T) portfolio across mission areas and directorates while directly addressing national and international challenges. This role requires strong leadership and influencing skills, credibility, adaptability, and agility to communicate and implement the Laboratory's strategy both internally and externally to a variety of audiences.

The DDS&T provides scientific and management oversight for institutional planning, discretionary R&D investments, academic partnerships, and technology commercialization. In addition, the DDS&T provides strategic direction for Science & Technology (S&T) programs throughout PNNL. The DDS&T also stewards the PNNL Council of Fellows and the Office of Research Integrity to assure PNNL maintains the highest standards of research quality.

Responsibilities

  • Ensure there is alignment of Laboratory scientific and operational goals, investment priorities, cultural objectives, ad institutional outcomes to achieve vision and strategy set by the Lab Director and Laboratory Leadership Team.

  • Develop and advance PNNL's institutional S&T strategy and planning efforts to keep PNNL at the forefront of scientific discovery and application.

  • Strategically integrate science and technology across core competencies, missions, and inter- and intra-laboratory boundaries to support and enhance sponsor programs, benefiting the nation while furthering the mission of PNNL.

  • Collaborate with R&D leaders to assure that each directorate's role in delivering the strategy is clear, actionable, and measurable.

  • Oversee the development of new institutional research initiatives and partnerships, enhancing the Lab’s capabilities for addressing current and emerging national needs.

  • Steward the Laboratory's discretionary resources allocated to R&D and champion the increased strategic nature and impact of the Laboratory Directed R&D portfolio.

  • Steward the Council of Fellows, the Lab’s most distinguished body of scientists and engineers, to enhance S&T culture and foster a nurturing environment for the highest quality fundamental and applied research.

  • Build robust and productive relationships between PNNL and selected universities with strategic or regional importance for PNNL’s mission areas and capabilities.

  • Represent PNNL to DOE and other sponsors, various scientific and engineering institutions, research partners, and the broader S&T community, aiming to enhance the Lab's S&T reputation and expand PNNL’s visibility as a world-class scientific research institution.

  • Assure the quality of research programs through oversight and peer reviews.

  • Steward the Technology Commercialization office to assure federally funded research at PNNL has maximum economic benefit for the United States.

  • Steward the Office of Research Integrity and investigate research quality and integrity issues.

  • Serve as the liaison to the Institutional Strategy, Science, and Technology committee (ISST).

  • Provide institutional stewardship for the conduct of research at PNNL. This entails collaborating with the lab's Deputy Director of Operations to identify and mitigate research risks and to plan and ensure facility readiness, workforce planning and safety, project execution, and adherence to laboratory standards, expectations, and DOE contract requirements.

  • Assure research operational perspectives are incorporated into the management operations strategies for PNNL.

  • Eliminate duplication, maximize productivity, and resolve multi-disciplinary research issues.

Qualifications

Minimum Qualifications:

  • Bachelors Degree in science or engineering related field with 20+ years of progressively responsible leadership. -OR-

  • Advanced degree in science or engineering related field with 18+ years of experience.

Preferred Qualifications:

  • Experience in multiple functions within a federally funded research and development center (FFRDC), major research or academic institution.

  • National/international reputation in their scientific field.

  • Excellent relationship management skills to promote trust and partnership internally and externally to the laboratory.

  • Documented record of R&D management of increasingly diverse science and technology programs that refresh institutional capabilities.

  • Federal security clearance level Q or higher.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
