Classification Description Summary

Under direction, responsible for coordinating logistics in support of the City’s Clean and Safe activities. This position performs a variety of programmatic and administrative services requiring a thorough knowledge of regulations, policies, and procedures related to the assigned area or program. Incumbents use initiative and judgement in selecting appropriate work methods, interacting with and handling complaints from customers, parties of interest, and the public, and in solving non-routine problems. Daily activities include planning and logistics, including contacting other city departments, outside agencies and nonprofits, property owners, law enforcement, contractors, and the public to ensure collaborative and efficient operations; implements program goals and objectives; oversees assigned staff and contractors and performs a variety of administrative tasks in support of assigned area of responsibility.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Perform outreach/field and cross departmental cleanup operations (Reno Police Department, , Maintenance and Operations, Parks and Recreation, Code Enforcement, and other assigned departments).

  • Serve as the primary contact and liaison for the assigned area or program with other City staff, the general public, community resources, and outside agencies and organizations; screen office calls, visitors, and mail; provide information and assistance including responding to requests for information; assist the public and other City staff in interpreting and applying City policies, procedures, codes, and ordinances; research information related to City regulations and departmental policies; explain, justify, and defend programs, policies, and activities.

  • Oversee and coordinate the activities of the assigned area, including but not limited to non-code compliant shelters and/or use of property not intended for use, including the retention and maintenance of records and personal property.

  • Monitor cleanliness of assigned areas; coordinate pick up trash and debris, dispose as possible; management of the elimination of attractive nuisance locations.

  • Establish and foster collaborative working relationships with internal and external community partners including housing resources, benefits resources, behavioral and medical health providers, emergency services, and other social service providers, etc.

  • Recommend and assist in the implementation of goals and objectives of the city-wide assigned program, establish schedules and methods for providing cleanup program services; administer policies and procedures; work with Reno Police Department or other assigned area to ensure proper security of the team, proper site postings, and develop and implement a safety protocol for program employees.

  • Monitor program effectiveness and performance; maintain accurate activities calendar, and daily reports concerning new or ongoing program activities and assigned areas.

  • Conduct a variety of studies and research for the assigned area or program; collect, compile, and review information from various sources on a variety of specialized topics that present data, identify alternatives, and make and justify recommendations.

  • Assist in coordinating and monitoring the assigned budget and contracts; compile annual budget requests; prepare revenue projections; recommend expenditure requests for designated accounts; monitor approved budget accounts; process progress payments and monitor contractual expenses.

  • Arrange and coordinate meetings, workshops, and training sessions for various groups and committees; prepare agendas and correspondence; attend meetings and take, transcribe, and assure proper distribution of minutes.

  • Perform a variety of general bookkeeping and clerical accounting duties and responsibilities involved in financial record keeping and reporting for the assigned area or program; maintain a variety of accounting records, logs, and files; verify, balance, and adjust accounting records.

  • Provide customer service and support responding to service requests and provide updates of management areas, as requested. Participate in motivating and evaluating assigned staff; coach staff; work with employees to correct deficiencies.

  • Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services and activities of municipal parks.

Pertinent federal, state and local laws, codes and regulations.

Principles and practices of cleanup program development and implementation.

Methods and techniques of employee safety.

Principles, practices, and techniques for effective interpersonal relations and customer services practices. Basic methodology of organizing groups and programs.

Principles and practices of fiscal, statistical, and administrative research and report preparation.

Principles and procedures of record keeping.

Principles of business letter writing and basic report preparation.

Office procedures, methods, and equipment including computers and related software applications.

Ability to:

Coordinate and direct assigned cleanup programs.

Recommend and implement program goals and objectives.

Allocate limited resources in a cost-effective manner.

Enforce pertinent federal, state and local laws, codes and regulations.

Interact effectively with the general public and handle sensitive situations.

Recognize and prevent the violation of City ordinances.

Recognize and take control of potentially hazardous situations.

Respond to requests and inquiries from the general public.

Operate standard office equipment including computers and software applications.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Completion of a high school diploma or equivalent, supplemented by specialized training in the cleanup and protection of parks and public areas.

Experience:

Two years of project management experience in human services, public health/safety, or a related field; or any equivalent combination of training and experience.

License or Certification:

Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in an outdoor field environment; travel from site to site; exposure to noise, dust, potentially poisonous animals/insects, potentially hostile people, and all types of weather and temperature conditions; extensive public contact; exposure to hazardous traffic conditions; work in or around water and potentially hazardous chemicals and waste; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain. Incumbents may be required to work evenings and weekends.

Physical: Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.
