CYOS Solutions Survey Designer and Analyst in Remote, Australia

Working arrangements: Candidates will work from DTA's office with remote working from home arrangements granted

Length of contract: 6 Months

Rates: $100 - $120 per hour (inc. super)

The Digital Transformation Agency (DTA) is seeking a contractor with skills and experience in the design of surveys and scoring rubrics, the analysis of survey data, developing maturity models and creating actionable insights from survey results.

Key skills and attributes:

  • Survey Design - ability to design and build survey questions and a scoring rubric that are targeted towards government agencies and meet policy outcomes. Survey questions will be added to an existing data collection mechanism.

  • Insightful – able to identify insights and trends from proposed data and translate results into ‘so what does this mean' for senior executive and Ministers.

  • Impactful - ability to build a digital maturity model to allow survey results to be plotted and reported on.

  • Excellent communication skills – ability to tell the story of the data in clear and concise written and verbal advice, tailored to the appropriate audience, including Minister's Office and Senior Executive.

  • Adaptable – willing to take on any task to ensure outcomes are met.

  • User focused – seek to understand the users and stakeholders within the eco-system.

  • Comfortable with ambiguity – accepting that you will not have all of the answers all of the time and be able to sit with ambiguity and propose processes for gaining clarity and certainty.

  • Collaborative – be willing to work with others to achieve your outcome, sharing work early and often to ensure deliverables are on track. There will be a requirement to build the capability of team members as the work is progressing.

  • Curious – be open to possibilities with the ability to translate these into digital opportunities.

  • User centered and agile ways of working within your team and help embed this across the branch.

  • Facilitation skills are desirable

The key duties:

  • Survey question and scoring rubric design.

  • Develop appropriate questions that demonstrate policy compliance, providing evidence where necessary.

  • Negotiate with other areas within the DTA to harmonise the additional survey questions with existing data collection mechanisms.

  • Design a methodology for using survey data, synthesising information, extracting insights, telling the story and highlighting impact.

  • Develop a digital maturity model as a way of scoring results and reporting trends over time.

  • Develop a reporting template aimed at Senior Exec, Minister and government, with a strong focus on highlighting the ‘so what' and demonstrating impact.

  • Providing ongoing consultation and engagement, using excellent interpersonal and influencing skills, to build a strong relationship with key stakeholders and develop an understanding of their perspectives.

  • Preparing robust, proactive and innovative written advice, demonstrating an understanding of the strategic and policy environment and related issues, evidenced from research, stakeholder and user needs and organisational priorities.

  • Supporting the development and implementation of performance reporting and evaluation frameworks

  • Build team capability in areas such as survey design and rubric development, developing meaningful insights and communicating with impact.

  • Working collaboratively with colleagues within your team, the branch and across the DTA, to problem solve, reach outcomes and (where relevant) collaborate with external bodies.

  • Lead or support a multi-disciplinary team to develop outcomes for the Government's digital services as required.

Essential Criteria

  • Digital Maturity Model Development – Ability to develop a maturity model that outlines what each level of maturity will be scored and an explanation of the different levels of maturity from an individual agency's perspective. (Response weighting 40%)

  • • Experience in survey design development, including the creation of appropriate survey questions that demonstrate policy compliance and seeking/suggesting evidence of rating if required.

• Experience in developing a scoring rubric appropriate to the survey developed.

• Ability to develop a methodology/process for using survey data, synthesising information, extracting actionable insights and highlighting impact. • Ability to develop an appropriate reporting template.
