Job Title: Project Manager – PCI DSS Risk Assessment and Penetration Testing

Citizenship: U.S. Citizenship

Location: Quantico, Virginia (with potential requirements for travel to other locations as per project demands)

Clearance: Active DOD Clearance

Division: Business and Support Services

Role Summary: The Project Manager will oversee the PCI DSS Risk Assessment and Penetration Testing project required by the Marine Corps Community Services (MCCS). This role involves managing the planning, execution, and delivery of risk assessments and penetration testing tasks, ensuring compliance with PCI DSS standards, coordinating with stakeholders, and managing project resources.

Key Responsibilities:

  • Project Planning and Management: Develop and maintain project plans that include integrated schedules, resource allocation, and cost estimates to ensure project deliverables are completed on time and within budget.

  • Stakeholder Engagement: Act as the primary point of contact for project stakeholders, including MCCS IT security leadership, external vendors, and contracting officers. Facilitate regular meetings to report on project progress and address potential issues.

  • Risk and Compliance Management: Ensure that the project complies with PCI DSS standards and MCCS policies. Continuously identify, assess, and mitigate project risks.

  • Resource Management: Oversee and allocate resources appropriately, ensuring the right mix of talent is available to meet project requirements.

  • Documentation and Reporting: Ensure comprehensive documentation and reporting are maintained throughout the project lifecycle, including kick-off presentations, weekly status reports, risk assessment reports, and final deliverables.

  • Vendor and Contract Management: Manage relationships with vendors and subcontractors, ensuring that all contractual terms are met and performance expectations are communicated and achieved.

  • Quality Assurance: Implement quality control procedures to meet the project standards and ensure deliverables are of high quality.

Required Qualifications:

  • Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, or a related field.

  • PMP certification or equivalent experience in project management.

  • Extensive experience in managing IT security projects, specifically in PCI DSS risk assessments and penetration testing.

  • Strong understanding of PCI DSS standards, cybersecurity frameworks, and risk management practices.

  • Proven ability to manage large scale projects involving multiple stakeholders.

  • Excellent communication, leadership, and organizational skills.

  • Ability to work effectively in a dynamic, regulated, and deadline-driven environment.

Preferred Qualifications:

  • Experience working with the Department of Defense or similar governmental agencies.

  • Certifications such as CISSP, CISM, or related IT security credentials.

  • Knowledge of DoD contracting processes and regulations.

Security Clearance:

  • Department of Defense security clearance.

  • U.S. citizenship required.

Travel Requirements:

  • Willingness to travel as required for the performance of the tasks, in accordance with project requirements and MCCS policies.
