Kaiser Permanente Government Relations Director in Portland, Oregon

Job Summary:

Represents the interests of Kaiser Permanente as an operating entity, our members and the communities we serve with a high degree of integrity, broad understanding of the impact of public policy and a realistic understanding of what is possible in the real world. This role is essential because each Director is responsible for protecting, promoting and enhancing their respective regions government relations interests by developing and directing a comprehensive advocacy strategy on key legislative and regulatory business and health policy issues.

Essential Responsibilities:

  • Develops and manages an effective Government Relations strategy to protect, promote and enhance the Regions interests by influencing the legislative, regulatory and municipal (city council and county) process as appropriate. Responsible for directing and supervising contracted lobbying efforts. Prepares arguments, testimony and other materials regarding legislation, regulations and public policy issues. Builds and maintains relationships with state and local elected and appointed officials.

  • Oversees the tracking, monitoring and analysis of political, legislative and key regulatory developments in the Region to enable timely development of strategy and program involvement when necessary. This includes legislative and regulatory analysis, advocacy and action plans. Anticipates trends which may impact strategy development.

  • Serves as a key spokesperson on Government Relations issues before elected and public officials as well as state and local government commissions, task forces, etc. which are responsible for vetting and developing health policies that affect the Region. Responsible for identifying the most appropriate spokesperson for each audience. Oversees participation with alliances related to the development of health care legislation and amendments and other legislation of interest to Kaiser Permanente. Plans, organizes, and directs strategies to facilitate Kaiser Permanente leadership on key state and local government Commissions, Boards, and Task Forces to assure Kaiser Permanentes interests are represented.

  • Assists efforts concerning participation in Federal advocacy efforts, as needed and appropriate. Ensures Regional positions and strategies are consistent throughout the Enterprise.

  • Plans, organizes and establishes internal communication processes and strategies for ensuring key stakeholders, managers and employees are informed in a timely manner about important proposed or adopted legislation, regulations and trends which impact the Region. Collaborates with senior health plan and medical leaders to ensure overall advocacy strategies align to achieve the Regions goals. Collaborates with KP leaders and subject matter experts to gain input regarding risks, benefits and impacts of potential legislation. Analyzes information in order to make informed decisions and develop appropriate advocacy strategy on pending legislation.

  • Between legislative sessions, responsible for analysis, research, continued strategy development and building strong relationships internally and externally.

  • Provides input to and manages annual budget and planned forecasts to assure that adequate resources are available to carry out the work of the Department.

    Basic Qualifications:

    Experience

  • Minimum of six (6) years of progressively responsible experience in Government relations to include direct lobbying/advocacy functions in the relevant states with a Masters degree, OR

  • Minimum of eight (8) years of progressively responsible experience in Government relations to include direct lobbying/advocacy functions in the relevant states with a Bachelors degree required.

    Education

  • Bachelors degree in a related field required.

    License, Certification, Registration

  • Lobbying Registration required at hire

    Additional Requirements:

  • Deep understanding of state politics and legislative process in respective state.

  • Familiarity with health care policy issues, strong knowledge of legislative and regulatory processes and the entities that affect and influence the industry is preferred.

  • Demonstrated ability to work independently with a wide range of elected and appointed public officials, as well as with a wide range of contacts outside and inside of Kaiser Permanente.

  • Verbal and written communication skills that demonstrate the ability to influence people and build alliances that establish KPs credibility.

  • Demonstrated ability to exercise substantial independent judgment under policy guidelines with regard to government relations and other legal matters.

  • Must model and reinforce a high degree of ethical behavior in self and others.

  • Skilled at complex relationship management.

  • Ability to integrate and resolve differing positions and objectives of multiple internal stakeholders, including highest level executives.

  • Strong ability to analyze, understand and translate complex legislative, regulatory and policy issues in order to directly perform, as well as lead a team to, advise on pending legislation, regulations, changes in key government policy and other government relations matters.as well as lead a team to, advise on pending legislation, regulations,

  • Ability to work well under pressure; must be flexible to respond to shifting priorities and deadlines.

  • Must be able to work in a Labor/Management Partnership environment.

    Preferred Qualifications:

  • Eight (8) years of progressively responsible experience in Government relations to include direct lobbying/advocacy functions in the relevant states with a Masters degree, OR

  • Ten (10) years of progressively responsible experience in Government relations to include direct lobbying/advocacy functions in the relevant states with a Bachelors degree preferred.

  • Masters degree in a related field preferred.
