About the Program

The Australia – PNG Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment is a key coordination point from which Australia delivers its economic development support to PNG in alignment with the Comprehensive Strategic and Economic Partnership (CSEP). The Australian Government is committed to delivering the Partnership in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems and processes.

The Partnership’s policy objective is to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice.

The Partnership has gender equality, disability, social inclusion (GEDSI), women’s economic empowerment (WEE), climate change, economic dialogue and open government positioned as cross-cutting objectives across all engagement areas.

About the Opportunity

The Legal Adviser will work in a dynamic environment to provide critical legal policy advice to the Secretary for Treasury. The role will interact with a range of stakeholders and take the lead on complex policy and legal issues.

The Adviser is not required to be admitted as a legal practitioner in PNG but is required to consult and work closely on legal matters with the Secretary for Treasury, the Treasury Legal Branch and the Office of the State Solicitor as directed by the Secretary for Treasury. All specific task outputs will become products of the Department of Treasury.

Specific Responsibilities

  • Provide policy advice to the Secretary for Treasury, including advice relating to the national budget, disputes with third party entities, policy initiatives with legal implications, and legislative and regulatory reforms and changes.

  • Assist the Secretary and Treasury Legal Branch with professional and timely advice on legal policy implications of reforms, including potential impacts of legislative changes, potential required changes in the law related to policy initiatives, responding to current and emerging legal policy issues and supporting key outputs of the Treasury.

  • Work with APEP Executive Team and meet MERLA requirements set out by APEP.

  • Integrate and promote principles of gender equity, disability and social inclusion in all aspects of this role.

  • Other responsibilities as agreed with the Secretary for Treasury, where not in conflict with the scope of this TOR.

  • Other responsibilities as agreed with the Australian High Commission, APEP and the Secretary.

Specific Deliverables

  • High-quality, professional, and timely advice to the Secretary for Treasury and Treasury Legal Branch on legal policy issues and reforms, on current and emerging issues.

  • Training of Treasury staff as required by the Secretary.

  • Production of high quality, professional and timely briefings on legal and policy issues as required by the Secretary.

  • Other deliverables as agreed with the Secretary.

Key working relationships

  • On a day-to-day basis, the Adviser will be primarily responsible to, and report to, the Secretary for Treasury.

  • The Adviser will establish and maintain a close working relationship with the Treasury Department, Office of the Treasury and other APEP funded Advisers within the Treasury Department.

  • Reports to the Australian High Commission and APEP.

About You

For applications to be considered, a response to the key selection criteria below must be provided;

  • Tertiary qualifications in law, finance, economics, or business administration.

  • Demonstrated knowledge and understanding of the PNG Government (or similar) policy environment.

  • Substantial (at least 10-15 years) practical experience at senior levels in public policy development/implementation and legislative reviews/reforms in a developing market context.

  • Proven ability to provide high quality verbal and written strategic advice to senior government officials and the ability to inspire and motivate others.

  • Demonstrated skills in coordinating and facilitating discussions with a diverse range of stakeholders, including governments and international donor agencies.

  • Demonstrated skills in preparing quality reports and other knowledge products.
