Qualifications:  Minimum education required is a high school diploma or equivalent. Previous warehousing/rail experience is preferred.  Must be able to safely operate a rail king and must pass site rail king certification.  Must have the ability to think independently and make decisions that are in the company’s best interest.  Must have excellent interpersonal, communications, and organizational skills. Must be multi-task oriented with the ability to handle many activities simultaneously.  Must be able to work overtime, long hours, weekends, and holidays.  Must be able to perform physical labor such as; lifting up to 55 lbs., moving up to 250 pounds, climbing ladders, operate control panels and working with hand tools. Must be able use fingers, handle, or feel; reach with hands and arms; and talk and/or hear.  Employee must possess vision abilities required by this job function to include close visual confirmation of finely printed documents, have distance vision to safely and correctly identify objects and or markings. Must have peripheral vision, depth perception and the ability to focus on subjects or objects at any safe working distance.

Job Summary:  With reporting responsibilities to the Operations Manager, this position is directly responsible for performing and managing essential rail functions in a safety sensitive and production environment.  To include; Rail Operations, load out/wash out operations, and Performing Light Maintenance, Training new staff when requested, Record keeping and Communication of issues with Management.  Addition duties and responsibilities may be added or deleted at any time

Essential Functions

Rail Manager

  • Maintain and conduct daily shift inspection of rail moving equipment; including Rail Kings, rail track, switches and crossings.

  • Coordinate plant diesel fuel deliveries for Rail Kings and yard truck.

  • Maintain Nox/ Sox reporting of air emissions reporting as required by Southern California Air Quality Management District (SCAQMD) on diesel fuel consumption.

  • Schedule, coordinate and supervise all maintenance contractors that perform work on or in the Carson rail yard including rail tracks and switches or on equipment associated with the Rail Operations.

  • Perform light maintenance on Rail equipment according to Rail King Maintenance schedule.

  • Daily fluid level checks and recordings on rail equipment.

  • Daily Documented Pellet Control Survey and Inspection.

  • Daily track walk to identify car placement, status and counts of total loaded, partial and empty hopper cars available in the rail yard.

  • Escort the Union Pacific while operating inside the INEOS rail yard for safety, security and environmental compliance during daily switch.

  • Inspection of all empty hopper cars that return to plant for proper operation, damage and security issues.

  • Management of all rail movements, operations and staff.

  • Update Equipment Car Count Spreadsheet

  • Training and Certification of all site rail personnel (PLXP developed program)

  • Perform all Carson site OCS (Operation Clean Sweep) Training and Awareness

    Loadout/Washout Operations

  • Maintain consumable inventory control for all hopper car loading operations (i.e. seals, hatch cover filters, outlet seals, etc. supplied by INEOS)

  • Maintain daily filter differential logs on all filter receivers and dust collecting vessels as required by SCAQMD for plant operations permitting.

  • Maintain daily log for the railcar vacuum system as required by SCAQMD for plant operations permitting.

  • Title V reporting of air emissions of loadout equipment and requirements.

  • Involved in planning and execution of outside contractor to perform Annual Source Testing.

  • Maintain and order all spare parts for rail equipment.

  • Coordinate, Schedule and supervise all maintenance of loadout, wash and rail department equipment.

  • Daily Documented Pellet Control Survey, clean up and Inspection.

  • Weekly Rail Scale Inspection

  • Schedule, coordinate and supervise all maintenance of the rail scale with outside scale contractor (provided by INEOS).

  • Weight car verification

  • Organize bi-annual calibration of rail scale.

  • Organize annual scale certification with the Union Pacific and California Department of Weights and Measures.

  • Washout of hopper cars prior to loading per plant and ISO operational procedures.

  • Inspection of empty hopper car before washing.

  • Safe Operation of vacuum system if heel is present.

  • Safe Operation of hopper car wash system.

  • Operation of drying system.

  • Documentation of proper washing procedural process.

  • Update washed car information into plant Wonder ware Software Program.

  • Load all PP production into hopper cars per plant and ISO operational procedures.

  • Operate Loadout Programmable Logic Controller (PLC) computer

  • Confirm “Clean Car” in Wonder ware software program.

  • Safe operation of the Fuller – Full load system.

  • Apply hatch bonnets and filters.

  • Record security seals in Wonder ware software program.

  • Record Tare “Empty” and Heavy “Loaded” Weight of Hopper car in Wonder ware software program.

  • Documentation of proper loading procedural process.

  • Record keeping of all required railcar inspection, and Loadout documentation and activities.

  • File all loading, washing and inspection records for terms as defined in plant ISO 9001- Control of Documents program.

  • Verify and inspect all material for ISO and quality performance/ compliance.

  • Management of all railcar washing and loading activities.

  • Coordinate, supervise and control all work function and staff relating to the operations of the Loadout & Washout facilities.

  • Training and Certification of all site Loadout & Rail personnel (Supplier developed program).

  • Conduct annual Weights and Measures Weighmaster training.

  • Duties and responsibilities may be added, deleted and or changed at any time at the discretion of the management.
