Orlando Utilities Commission Data Governance Lead in Orlando, Florida

OUC - The Reliable One , an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking a Data Governance Lead to join the Transformation division.

We are looking for a collaborative and experienced professional to serve as a subject matter expert in ensuring the reliability, security, and compliance of critical data assets.

In this role, you will be responsible for collaborating closely with cross-functional teams and works to integrate data governance into all aspects of the technology landscape.

The ideal candidate will have:

  • Bachelor's Degree in Data/Computer Science, Information Systems, Statistics, Analytics, Mathematics, Business Management, or related field of study from an accredited college or university:

  • Minimum of six (6) years of experience in data governance with functional experience building and managing a governance structure and/or overseeing a governance process;o Above to include two (2) years of leading strategic projects, programs, employees, teams, training and/or work groups (required);o Experience in policy development, data security, and data governance tools and software (required).

  • Related professional certifications in Data Governance, Analytics, and/or Science (preferred).

  • Excellent presentation and communication skills

  • Change management experience preferred

  • Utility experience (preferred)

Salary Range: $109,977.68 - $137,472.39 annually (commensurate on experience)

Job Purpose:

Serves as a subject matter expert in ensuring the reliability, security, and compliance of critical data assets. Establishes and maintains a robust data governance framework that will safeguard data integrity, enable data-driven decision making, and ensure data accountability. Collaborates closely with cross-functional teams and works to integrate data governance into all aspects of the technology landscape. Contributes to operational efficiency, safety, and regulatory compliance, while enhancing the reliability and sustainability of services.

Primary Functions:

  • Develop, implement, and maintain data governance policies and procedures that align with industry regulations and best practices;

  • Oversee data quality initiatives to ensure that data collected and used in the utility's operations is accurate, consistent, and reliable;

  • Classify data based on sensitivity, importance, and usage to determine appropriate security measures and access controls;

  • Ensure that the utility's data practices adhere to relevant regulations, such as NERC CIP (North American Electric Reliability Corporation Critical Infrastructure Protection) and other data security requirements;

  • Establish and oversee data security measures to protect sensitive customer and operational data, as well as ensure compliance with data privacy laws;

  • Lead, coach, and mentor a team of data stewards and data governance specialists, providing direction, guidance, and oversight;

  • Lead audits and monitor data usage, access, and handling to identify and address potential issues or breaches;

  • Develop strategies for data retention, archiving, and disposal, ensuring that data is managed throughout its lifecycle effectively;

  • Oversee the creation and maintenance of data dictionaries, metadata, and data lineage information to improve data understanding and governance;

  • Provide training and awareness programs for employees to promote a culture of data governance and to ensure that everyone understands their roles and responsibilities;

  • Collaborate with the enterprise architecture team to ensure that data governance principles and practices are integrated into the organization's overall enterprise architecture framework;

  • Other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:

  • Demonstrated understanding of data governance concepts, policies, and best practices in the context of an electric utility company;

  • Proficiency in data quality assessment, monitoring, and improvement techniques, with experience in ensuring data accuracy and consistency;

  • Knowledge of relevant data-related regulations and standards in the utility industry, such as NERC CIP, GDPR, or other regional data protection laws;

  • Familiarity with data classification frameworks and the ability to classify data based on sensitivity and importance;

  • Understanding of data security measures and practices, including encryption, access controls, and security policies;

  • Familiarity with all, but not limited to, the following:

  • Software Applications (i.e., Analytics tools such as SAS, R, SPSS, Tableau, OBIEE, Qlik, Cognos);

  • Awareness of enterprise architecture principles and their relevance to data governance and data management;

  • Familiarity with the utility's technology stack, including databases, data warehouses, and data integration platforms;

  • Knowledge of data stewardship roles and responsibilities, with an understanding of data stewardship best practices;

  • Basic understanding of change management principles as they relate to data governance and technology stack changes;

  • Awareness of data privacy laws and regulations, with a focus on how they impact data handling and storage;

  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws.

  • Ability to:

  • Demonstrate excellent verbal and written communication and collaboration skills to effectively communicate with both business and technical IT teams;

  • Exhibit strong networking skills and ability to work across multiple organizations to accomplish diverse goals;

  • Proven ability to lead and manage data governance initiatives, including policy development, process implementation, and team coordination;

  • Effectively collaborate with enterprise architects to integrate data governance into the enterprise architecture framework and planning;

  • Skill in creating and maintaining data flow diagrams and models to illustrate data movement and critical touchpoints;

  • Develop and deliver data governance training programs to promote a culture of data accountability and awareness;

  • Create and maintain enterprise-wide data standards, definitions, and taxonomies to ensure consistency and coherence in data management;

  • Integrate data governance practices seamlessly into the organization's enterprise architecture framework and technology roadmap. Rapidly learn and adapt to changing analytical and reporting systems;

  • Lead, coach, and mentor entry and intermediate level team members;

  • Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios and percentages; understand and apply governmental accounting practices in maintenance of financial records;

  • Use Microsoft Office Suite (Outlook, Word, Excel, Power Point, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/ Years of Experience Requirements:
