Description

CITY OF NORFOLK: Department of Public Works is currently seeking a Sweeper Operator I within the Division of Environmental Storm Water Management. Sweeper Operator I positions are responsible for operating heavy construction equipment such as street sweepers, dump trucks, vacuum trucks, and backhoes, and participating in the routine functions of an operational storm water infrastructure maintenance crew.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.

Hiring Salary Range: $40,100 - $46,115 (with an additional $5,000 CDL Stipend)

Essential Functions

  • Operates specialized vehicles and equipment including street sweepers, dump trucks, front end loader, tractors, skid steer, pickup trucks, sports utility vehicles, snowplows, and other vehicles or equipment as necessary. Operate equipment and vehicle controls and attachments. Adjusts and operates brooms, guards, vacuum, sprayer, conveyors, and related auxiliary equipment. Filling the equipment water tanks and operating rotary brushes and water spray controls. Cleaning and maintaining equipment and vehicles.

  • Cleaning debris from curb line, gutters, and storm water structures. Gather refuse, trash, snow, debris, and other contaminants from streets, curbs, parking lots, other service areas for disposal. Transport refuse and debris to appropriate debris collection sites. Plan and route assigned areas for efficient sweeping. Transports workers, equipment, and materials to and from job sites. Assists loading and unloading equipment and materials. Assist with keeping work site areas and equipment clean.

  • Ensures that quality and safety standards are met. Maintains and inspects equipment and tools to ensure safe operating condition, checking fuels, fluid levels, air pressure, hydraulic systems, and brooms; performs preventive maintenance on equipment, delivering equipment to fleet maintenance for repairs, performs minor maintenance and repairs on equipment including filling fluid levels and changing brooms. Performs pre- and post- safety vehicle checks. Securely fastening vehicle attachments such as brushes and hoses. Generate and maintain reports.

  • Maintains a variety of records, logs, and reports on sweeping operations.

  • Responds to questions, inquires, and complaints from the general public; explains street sweeping procedures and operation protocols.

  • Responds to emergency clean-ups, special event sweeps, and storm drain maintenance. Assists with snow and ice removal and storm debris removal.

Education/Experience

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Two-years operating heavy construction equipment or successful completion of the City apprenticeship program.

The preferred candidate will have the ability to:

  • Climb, stoop, and bend.

  • Use considerable knowledge of traffic laws and regulations as they apply to heavy motorized equipment.

  • Understand oral and written instructions.

  • Read city maps.

  • Use adequate hearing, vision, and dept perception to safely work in the right-away and operate construction equipment in streets with high volume.

  • Work in adverse weather conditions, including extreme hot and cold temperatures and wet / rainy environments during both emergency and non-emergency conditions.

Additional Information & Requirements

Valid commercial driver’s license required. Tanker endorsement or class A CDL may be required.; Must complete the Sweeping Operation Certification Program within six (6) months of employment.

Work Hours: Monday – Friday, 6:00a – 2:30p; 40 hours per week every week; This position will be required to respond to after-hour emergencies.

Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
